Chairman Dickinson called the Committee meeting to order at 2:02
P.M.
WEST RIVERSIDE PARK, PHASE IV - REVIEW OF BIDS FOR STRUCTURE
DEMOLITION.
As previously authorized by the Committee, staff requested bids to
remove all structures from this property (231-233 E. Riverside),
and all five (5) structures and one (1) fence were bid on a per
structure basis. The following is a summary of the low
bidders/structure:

Demolition specifications preclude the moving of any of the
structures "in tact." The total demolition bid price is $6,160
which is within the budgeted amount. Department crews will remove
all concrete slabs and clear the site. Demolition should be
completed by January 1, 1991. Park construction bids will be
prepared the first of the year, and actual construction should be
completed in the Fall, 1991. Following discussion, the Committee
recommends (1) accepting all low bids as identified above, and (2)
staff be authorized to fence -off the site as soon as all structures
are removed.
REPORTS.
The Committee reviewed the Citizen Service Response, and Water
Reports for September.
Staff reported that the Western Intertie Project, Phase III, is 25%
complete; the Fall River Waterline, Phase I Project is 25%
complete; the Bailey Lane portion of the Looping Project is 30%
complete; staff is reviewing the final plans for the Marys Lake
Water Treatment Plant (an architectural rendering of the structure
will be provided to the Committee prior to bidding the project, and
the bonds associated with the construction loan have been sold);
staff and Town Attorney White are currently reviewing the Raw Water
Study Report; the High Street Waterline Project is operating very
efficiently and providing additional water pressure for the Devil's
Gulch and hospital areas; and the Stanley Avenue Drainage Project
is 90% complete.
Treatment prescribed in the Corrosion Control Program will be
postponed until next Spring due to equipment delays. When the
exact date has been determined, staff will so advise the Committee.

The Street Improvement Program is 100% complete. 2.9 miles of
streets were paved; and 1/3 mile of the streets were treated with
seal guard. Pertaining to Holiday Lane, an opening has been made
in the fence along the edge of the 18-hole golf course at the ea
st end of Holiday Lane, the fence which was placed in the right-of-
way has been removed, and the drainage problem area has been
corrected. Staff will meet with the Highway Department to
determine whether the State could join the Town in using the Town's
standard for street striping materials.
Construction is underway for the conference center. Excess
material is being stored at Stanley Park and it will be used by the
EVRPD for the golf course. The completion deadline is August 11,
1991.
Grant Cole, Robert Hirning, Dave Mahany, and Blaine Pierce
participated in the Snow and Ice Conference Competition. Dave and
Blaine placed 6th in the State, and Grant and Robert placed 18th.
Staff will proceed with appropriate recognition.
There being no further business, Chairman Dickinson adjourned the
meeting at 2:47 P.M. to tour the Holiday Lane and Marys Lake Plant
sites.
