Trustee Barker called the meeting of the Public works Committee to
order at 2:02 P.M.
HIGH DRIVE WATER DISTRICT - REOUEST FOR BULK WATER:
In a letter dated August 9, 1990, the aforestated District
requested bulk water service. This system currently serves 100
users through the Hondius Pipeline, and due to dry weather
conditions the past few years, the system has used the entire
output from Beaver Creek, resulting in a trickle through the meadow
located in RMNP. Park officials have expressed concern with the
availability of water through this system. Discussion followed,
with the Committee recommending staff research this request,
identify potential options and ramifications of each, and submit
cost estimates to provide bulk water for the High Drive Water
District area.
WATER PROJECTS - REOUEST TO BID:
Staff requested authorization to bid the Western Intertie, Phase
II, 12" Fall River Line, and Bailey Lane (water looping) Projects.
As previously stated, the projects will not proceed pending receipt
of the Windy Gap payment from M.D.C. The Committee recommends
staff be authorized to solicit bids for all three projects as
identified above.
STANLEY AVENUE DRAINAGE- REOUEST AUTHORIZATION TO BID:
Staff advised $10,000 was budgeted to solve a drainage problem on
Stanley Avenue, and requested authorization to bid the project.
Staff is in the process of obtaining all necessary easements. The
Committee recommends the request be approved.
LARIMER COUNTY RECYCLING PROGRAM - ANNOUNCEMENT OF PUBLIC HEARING:
The Committee reviewed a notice from the Larimer County Commission-
ers advising of a special recycling meeting scheduled August 28.
The County desires input from Larimer County residents to determine
whether or not the County should get involved in recycling efforts,
and if so, to what level of involvement would be appropriate.
Discussion followed, with the Committee offering their support for
a reasonable recycling program; however, the Committee's intent is
not to be construed as an endorsement at this time, pending
information relating to landfill rates, etc. The Committee also
recommends a copy of these minutes, along with a letter from the
Mayor accompany Director Widmer to the hearing.
REPORTS:
The Committee reviewed the monthly Customer Service Response and
Water Reports for July. Staff noted that the Fall River Plant was
"on line" July 25.

RMC will be submitting their response to the Environmental Impact
for the Marys Lake Water Treatment Plant in the near future; the
Town may receive its permit from the BOR within the next 4 - 6
weeks.
The Reclamation Sidewalk Project has been completed, and the
Municipal Building Remodeling should be completed by September 1.
Del Lienemann, Developer/Fall River Estates, has advised staff that
he is withdrawing his request relating to the access road for the
aforestated subdivision at this time.
The Conference Center bid opening date is September 14, 1990. A
special Town Board meeting may be scheduled to review those bids
submitted.
There being no further business, Trustee Barker adjourned the
meeting at 3:00 P.M. to Executive Session to discuss property
acquisition.
Trustee Barker reconvened the meeting at 3:20 P.M.
WATER POLICY SUBCOMMITTEE - FORMULATED TO DISCUSS FUTURE REOUESTS
FOR TOWN TO ASSUME OWNERSHIP:
The Committee recommends a Water Policy Subcommittee, consisting of
the Public Works Committee, Staff (Klaphake, Widmer, Linnane, and
White) meet to evaluate and establish a formula which could be
applied to all requests of the Town to assume ownership of private
water systems in the area. Said Committee to submit a final report
during the Spring, 1991.
There being no further business, Trustee Barker adjourned the
meeting at 3:21 P.M.
