Director Linnane, George Clausen, Wendell Amos, Clerk O'Connor Absent: None Chairman Dickinson called the meeting of the Public Works Commit- tee to order at 3:25 P.M. FALL RIVER ESTATES - REQUEST TO PAVE AND MAINTAIN ACCESS ROAD. Director Widmer briefed the Committee on Del Lienemann's (Devel- oper) request for the Town to pave the access road in Fall River Estates. The Department travels to the the water tank approxi- mately once/week and at this rate, it does not appear to in the Town's best interest to pave said access. As Mr. Lienemann, nor his representative could attend the meeting, the Committee recommends this item be tabled, and requested staff prepare a cost estimate for said paving for further discussion in July. EVIA - REQUEST FOR TOWN PARTICIPATION IN FUNDING RECYCLING EFFORT. In a letter dated May 23, 1990, EVIA President Amos advised that in January, 1990, Eco-Cycle/Boulder, began requiring a $100 monthly fee to continue the newspaper recycling service in Estes Park. The EVIA Board of Directors has been subsidizing this service for the past three months, and they extended the program through July. Profits from the sale of aluminum would reduce the $100 fee accordingly. In an effort to retain the enthusiasm in recycling generated in part by "Earth Day", EVIA is requesting the Town assume the monthly obligation. Public Works Director Widmer reported that a discussion was held with Frank Lancaster/Larimer County, and there is a possibility both en- tities could jointly apply for funding for a recycling project through the State. Larimer County would obtain the equipment which A-1 Trash would operate; the Town's obligation would be to provide a space. Following discussion, the Committee recommends approval of: (1) the State application requesting funding; (2) subsidizing the existing service for the remainder of the year with aluminum profits being returned to the Town; and (3) consid- eration of a recycling program be given during preparation of the 1991 Budget. SIDEWALKS/RECLAMATION SUBDIVISION - REVIEW OF BIDS. In a memorandum dated June 21, 1990, staff reported $10,000 was budgeted for partial replacement of the sidewalks in the Reclama- tion Subdivision. Cornerstone Concrete submitted the only bid with a unit price of $44.93/s.y. This bid will allow approxi- mately 365 1.f. of 5.5 ft. wide sidewalk to be replaced. The Committee recommends accepting the aforementioned bid submitted by Cornerstone Concrete. 1990 STREET IMPROVEMENT PROGRAM - REVIEW OF PROPOSED PROGRAM AND AUTHORIZATION TO BID. Staff reviewed the 1990 Street Improvement Program which proposed a 1i" overlay on 2.9 miles of streets, three areas of new paving, an overlay of Parking Lot #2, and an allowance for striping BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Works Committee - June 28, 1990 - Page two street centerlines. A combination of thermoplastic, epoxy paint and oil -based paint is being proposed for street striping. Estimated costs, as well as a construction schedule, was also reviewed. Included in the Castle Mountain Road new asphalt roadway, were three (3) street lights at $1,000/each. Following discussion, the Committee recommends approval of the project, as presented, authorizing staff to bid the project. The Committee also suggested the Light and Power Fund incur the expense of the street lights as identified above. CORROSION CONTROL REPORT - AUTHORIZATION TO IMPLEMENT PROGRAM. Director Widmer stated public concerns have been addressed concerning using a chemical inhibitor to treat the corrosion in the Town's water lines, base line data is being received and reviewed from both sanitation districts, and thus requested authorization to order the equipment necessary to install and initiate the Corrosion Control Program. A public announcement will be placed stating the program will begin after Labor Day. A preliminary dosage of zinc will be added to the water system, followed by a maintenance dosage thereafter. Neither dosage will be harmful; however, as a disruption to the system will occur, the community will experience discolored water for a brief period. Pursuant to all test findings and staff reports, the Committee recommends staff proceed and implement the Corrosion Control Program, using zinc as the corrosion control agent. REPORTS. The Committee reviewed the Customer Service Response and Water Reports for May. Staff briefed the Committee on the High Street/Dunraven/Comanche Water Line Project, Fall River Plant (the plant may be "on-line" July 18), backwash metering, SCADA System, Marys Lake Treatment Plant, and the Highway 36 Sidewalk/Bridge Project, including the street lights, and landscaping. Pertaining to the street lights, the Committee stressed the need to have the lights fully operational by July 4th. The Municipal Building Remodeling Project is continuing and is on schedule. Concerns pertaining to home mail delivery have been received from the U. S. Post Office; staff is in the process of reviewing said concerns.
