Chairman Dickinson called the Committee meeting to order at 2:00
P.M.
EPDXY STRIPING OF COLORADO DEPARTMENT OF HIGHWAYS (C.D.O.H.)
DOWNTOWN ROADWAYS.
In a memorandum dated May 9, 1991, Director Linnane explained that
C.D.O.H. has historically striped the downtown roadways with oil -
based paint. Oil -based paint does not wear very well on high -use
roadways, thus C.D.O.H. paints these streets annually. As "epoxy -
based" paint has been found to outlast oil -based paint, the
Department requested C.D.O.H. stripe the downtown roadways with
epoxy. C.D.O.H. requested the Town prepare a preliminary cost -
estimate as they (C.D.O.H.) do not have the necessary equipment for
this type of application. Staff acted upon this request, and an
estimate of $25,000 that included crosswalks, stop bars, and all
line striping was prepared. C.D.O.H. reviewed the cost -estimate
and will use epoxy contingent upon the Town: (1) preparing a final
cost -estimate with a not -to -exceed cost (completion date: May 24,
1991); (2) advertising and soliciting bids from the private sector
(advertisement completion date: June 7, 1991); and (3) both
entities entering into an agreement authorizing the Town to
administer the project. C.D.O.H. will reimburse the Town up to the
"not -to -exceed" amount (agreement completion date: June 26, 1991).
The Committee discussed the projected time -frame and traffic volume
during the summer season, and recommends this project be delayed
until 1992. The Committee and staff expressed their appreciation
to C.D.O.H. for their very cooperative stance; staff will continue
negotiations.
CONFERENCE CENTER - REOUEST PAYMENT APPROVAL OF CHANGE ORDER.
The Committee reviewed Change Order #3 in the amount of $15,793.00
which increases the contract sum to $2,764,826.00. Ass't. Town
Administrator Widmer reported that thus far the center is within 2%
of the contract price, well below the budgeted contingency fund.
The completion date is August 15, 1991. The Committee recommends
payment approval for Change Order #3 dated April 15, 1991.
PEDESTRIAN SIDEWALK FROM HIGHWAY 34/36 INTERSECTION TO CHAMBER OF
COMMERCE PARKING LOT - REOUEST AUTHORIZATION TO ACCEPT COST
PROPOSAL.
Director Linnane reported that due to the Engineering Technician's
heavy workload from July through October, the Department solicited
prices from local contractors; formal bids were not requested,
however, this process is within the Town's legal parameters. Staff
is recommending acceptance of the following:

The total bid package is $10,470.50 which is below the budgeted
amount of $12,600. The remaining $2,000 will be used for
landscaping, similar to that on the sidewalk project along Highway
36. An irrigation tie-in and partial cobblestone landscaping will
be performed in-house in 1991 and the remaining portion will be
completed in the future. The Committee recommends approval of the
low bidders as identified above for a total expenditure of
$10,470.50.
PRESSURE ZONE PUMP - REOUEST AUTHORIZATION TO ACCEPT BID.
As authorized by the Committee April 18, 1991, staff solicited bids
for the pressure zone pump which will be installed on Strong Avenue
in conjunction with the Marys Lake Road 12" Water Line Project.
This pump is necessary to get potable water to the Marys Lake Water
Treatment Plant for start-up in 1992. Bids are as follows:
Golden Construction $ 99,629.76
BT Construction 105,296.00
Kitchen Excavating 108F 982.01
RMC has recommended deleting the 6" drain line from the sump, and
replacing it with a sump pump arrangement which will result in a
deduction of $7,233. With the adjustment, the total bid for the
low bidder, Golden Const., would be $92,396
budget. Director Linnane reported that the budget 46could .56 over
realigned to accommodate the excess amount ($9,146.56). The
Committee recommends staff be authorized to negotiate the final bid
price with the low bidder, Golden Construction, for the total
expenditure of $92,396.76.
GLACIER CREEK WATER TREATMENT PLANT REHABILITATION PROJECT -
REOUEST APPROVAL OF ROCKY MOUNTAIN CONSULTANTS (R.M.C.) SCOPE OF
SERVICES.
The Committee reviewed a scope of services for engineering services
submitted by R.M.C. for the Glacier Creek filter replacement. The
total not -to -exceed cost is $2,535.00. The Committee recommends
approval of the contract, as presented.
NATIONAL SAFETY COUNCIL - AWARD.
In a letter dated April 25, 1991, the National Safety Council
announced that the Public Works Department would receive an award
for safety and health performance. Zero accidents were reported
from July, 1989 to April, 1991, with over 90,000 man hours
expended. The Committee commended the entire Department for this
outstanding achievement.
ESTES PARR TELEPHONE DIRECTORY - RE UEST AUTHORIZATION TO REEK
ADDITION OF GOVERNMENT LISTING.
Engineering Technician Greg Sievers requested authorization to
submit a press release seeking community involvement to obtain
government listings by use of "blue pages" for the 1992-1993 Estes
Park telephone directory. US West Direct is the publishing agent
and they have reported that an excess of 350 signatures must be
collected. The blue pages should be a major improvement in the
directory; approximately 70 telephone calls are mis-directed at the
present time. The Committee recommends Technician Siewers be
authorized to publish the press release, applauding Greg's efforts
on this project.

REPORTS.
The Committee reviewed the Customer Service Response and Monthly
Water Reports for April.
Water Consultant Update.
George Clausen reported that all permits have been received
for the Marys Lake Water Treatment Plant. Bids will be
received May 22nd and the project is generating a great deal
of interest from qualified contractors. A special Committee
meeting will be scheduled between May 28th and June llth to
consider all bids and award the contract.
The Marys Lake 12" Water Line Project is rapidly progressing,
and BT Construction is performing admirably.
Partial shipment of the materials for the Glacier Creek
Rehabilitation project has been received. Crews will be
working 10-hour days to ensure that the plant rehabilitation
is on -schedule.
Reports from the Corrosion Control project are not yet
conclusive. Water Superintendent Goehring is closely
monitoring chlorine levels.
Previous Federal Regulations set a water system lead -content
limit of 50 parts per billion (ppb). New standards provide
for an "action level" of 15 ppb. The Town's system is below
the 50 ppb, and is monitoring these levels at the sewer
plants; to date, the State has not adopted the new
regulations.
Work is progressing on the Augmentation Plan, Tap Fees, and
Raw Water Fees.
Approximately 100 cubic yards of pine needles which were gathered
during Clean Up Week will be used for compost; 37 cubic yards of
trash were delivered to the landfill. This year's program is
evidence of positive steps taken toward recycling, and the total
expenditure was $2,200, including landfill fees.
In conjunction with the Pavement Management Plan, cracksealing is
performed the third year after a street has been overlayed. The
Department's goal for 1991 was to crackseal streets overlayed from
1981 through 1985. Municipal Service Worker Roy Johnson was
delegated this responsibility, and, with the assistance of the
crew, this goal was realized. The Department anticipates a
productive year next year, thus the Department will be on -schedule
to maintain a minimal but high quality cracksealing program by
1993. The Committee commended Dan speedlin in providing the
report, and Roy Johnson for achieving the established goal.
Tom Blaue, Water Plant Operator, prepared a model on Corrosion
Control which was used during the Environmental Fair. The model
was prepared on Tom's own time and it will be displayed in the
Public Works Department office area. The Committee expressed their
appreciation to Tom and the Department for their participation in
the Fair.
The Committee requested staff prepare a report on the progress of
Home Mail Delivery for the discussion during the June Committee
meeting.
