Trustee Habecker, acting as Chairman, called the meeting to order
at 2:00 P.M.
CREEKSIDE SUBDIVISION - ACCESS AGREEMENT AND EASEMENT REQUEST.
Director Linnane reviewed Items 1-21 of the proposed Access
Agreement between the Town of Estes Park (Town), Gerald E. Palmer,
Patricia K. Palmer, John W. Ramey, and Florence M. Groover
(Developers), and The Estes Valley Recreation and Park District
(Rec District). Comments made at the October Public Works
Committee were addressed adequately in this new Access Agreement.
The following conditions will be added:
Outlot C will be deeded to the Town within thirty days of
Final Plat approval. The Access Agreement will be filed with
Larimer County.
The Committee recommends approval of the proposed Access Agreement
and Easement Request.
WATER DEPARTMENT REVISED FINANCIAL PLAN - REQUEST APPROVAL TO
ACCEPT AS A GUIDE FOR THE YEARS 1991-1995.
Director Linnane reviewed the second draft report of a Water
Financial Plan dated October 1991 and prepared for the Town of
Estes Park, Colorado by Black & Veatch. The Water Financial Plan
indicates projected revenues and expenditures incurred by the Town
for the years 1991-1995. Also included in the report is a
projected cash flow summarizing the financial projections which
combine the water operating, capital and bond funds into one cash
flow. Annual water rate increases of five percent in 1994, 1995,
and 1996 are projected to gradually stabilize the water operating
fund cash flow. If these rate increases are implemented, operating
fund revenue in 1996 is projected to be adequate to meet projected
revenue requirements. A water rate study would ascertain the need
for and amount of a rate increase.
Director Linnane compared Estes Park water rates to various Front
Range communities, indicating the Town's water consumer rates are
comparable to those in other communities. Director Linnane noted
that construction and maintenance expense is significant in
mountain communities and water rates should, therefore, be higher
to meet these costs. Following further discussion, the Committee
recommends acceptance of the Water Department Revised Financial
Plan as a guide for the years 1991-1995. Chairman Habecker
commended the Water Department for its fine work.
OLD LIBRARY IN BOND PARK
Assistant Administrator Widmer stated this building has been used
frequently for such events as the Jaycees Haunted House and a
staging area for the Christmas Parade. Plans are to close the
building after the Jingle Bell Shopping Weekend scheduled for

December 14-15, 1991, drain the water pipes and disconnect the
electricity. Following discussion and upon staff recommendation,
the Committee recommends the Town authorize staff to arrange for
the building to be removed from the site by whatever means
appropriate, restore the area where the building now exists, and
notify EPURA the Town is prepared to accept financial assistance
with respect to this project.
REPORTS
Copies of the Customer Service Response and Monthly Water Reports
were reviewed.
Staff also reported:
1. The new Marys Lake Water Treatment plant construction is
50% complete and on schedule.
2. The West Wonderview Water Line Loop project is complete.
3. The High Drive Loop project is anticipated to begin in
mid -December.
4. The Augmentation Plan is in draft form and will be
submitted at the December Public Works Committee meeting.
5. The Water Tap Fee Study is anticipated to be completed by
January 1992.
Director Linnane congratulated Public Works employee Roy Johnson on
his promotion to Street Department Foreman.
Public Works and Public Safety staff met on October 18th for the
annual snow removal round table. Discussion centered on the
importance, and success to date, of maintaining the Moccasin Bypass
free of ice and snow in a timely manner, as well as keeping the
Park R-3 School District streets and other mountain roads sanded
and plowed. Director Linnane stated dispatch informs the Public
Works employee "on call" when the need arises for road crews.
Fleet Department - Inspection of New Fire Truck
Fleet Manager Shanafelt reported he toured Simon LTI's
manufacturing facility in Pennsylvania and inspected Estes Park's
new fire truck. Manager Shanafelt stated he was very impressed
with the truck's craftsmanship and quality and was able to review
its overall specifications with the sales representative. Simon
LTI will provide three days training for fire and fleet maintenance
personnel. Director Linnane thanked Manager Shanafelt for his time
and effort.
Staff reported an envelope -size bronze historic plaque will be
placed in Baldwin Park following receipt of said plaque from Hazel
Baldwin's daughter.
There being no further business to come before the Committee, staff
requested an Executive Session to discuss property negotiations.
By a unanimous roll call vote, Chairman Habecker adjourned the
meeting to Executive Session at 3:10 P.M.
