RECORD OF PROCEEDINGS VPUBLIC WORKS COMMITTEE December 19, 1991 Committee: Chairman Dickinson, Trustees Barker and Habecker Attending: Chairman Dickinson, Trustees Barker, Habecker Also Attending: Assistant Town Administrator Widmer, Public Works Director Linnane, Water Superintendent Goehring, Deputy Clerk Heifner Absent: None Chairman Dickinson called the meeting to order at 2:00 P.M. CREEKSIDE SUBDIVISION - Water Department Request to Up -Size Water Main Extension and Construct a "Loop" Connection Associated with the Watpr Main Extension. Director Linnane stated that Creekside Subdivision will be constructing a water main extension along Fish Creek Road beginning in January. The Water Department is requesting to up -size the 6" water line extension to an 8" line and also construct a "loop" connection between the new main extension and the existing lines. The Creekside contractor is willing to perform the work at the same unit price given to the developer. This unit price does not include bedrock excavation and, prior to commencement of the Town work, an agreement will be signed between the Town and the developer. The Committee recommends approval of the request to expend from the 1992 Water Line Loop Project budget, the following: 1. Approximately $6,100 to up -size to an 8" line; 2. Approximately $17,000 for a "loop connection"; 3. Employ the construction management services of Rocky Mountain Consultants at a verbal, not -to -exceed quote of $2,500. Pertaining to the cost of installing an 8" water main and fire hydrant along Fish Creek Road, Mr. Palmer requested the Town share in these costs. The Committee requested Mr. Palmer submit a formal request for reimbursement to staff, followed by presentation of the request at a future Committee meeting. CONTRACT LINE POLICY FOR TOWN INSTALLED WATER MAINS - Request to Adopt a Policy. The Water Department has recently constructed water mains in the following areas: 1. Portions along the new Moccasin Bypass. 2. Western Interconnect Phase I - portion near Elkhorn Club Estates. 3. Marys Lake Road - portion from Strong Avenue to Marys Lake Bureau of Reclamation property. The "Water Utility Policies and Standards" adopted July 1989 allows developers who construct a water main to be reimbursed from developers who connect into that water main at a later date. Staff is requesting adoption of a contract line policy for Town constructed water mains with the Town as the beneficiary. This policy would only apply to property that did not have water service available to it prior to construction of the line. The proposed contract fee structure would be in effect beginning January 1, 1992 and conclude ten years thereafter. The above referenced request applies only to the three projects mentioned above, on all new taps connecting to these lines. The Committee recommends this item be BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Works Committee - December 19,-1991 - Page 2 researched and continued to the January 16th Public Works meeting. MAINTENANCE CONTRACTORS - Request for Contract Extensions. Staff requests the present firms (all of which are highly satisfactory) be awarded new two-year contracts, with rate increases, as follows: CONTRACT Municipal/Police Service Bldgs. Public Restrooms Trash Collection CONTRACTOR Triple C Cleaning L.J. Services A-1 Trash PROPOSED 1991 1992 $13,500 $16,500 $10,847 $11,932 $11,656 $13,576 The Committee recommends the present contracts for the above - referenced firms be awarded new two-year contracts with the proposed rate increases, as presented. WATER DEPARTMENT CHANGE ORDERS - Request Approval. Kitchen & Co./West Wonderview Construction. Kitchen & Company incurred additional expense on the West Wonderview construction project due to rock encountered during the bore process. The Committee recommends Change Order #1 in the amount of $3,585.00 with Kitchen & Company be approved. (Director Linnane commended Griffith Construction for their good work and honest appraisal of this additional cost.) RMC Financial Plan. The Committee recommends a change order with RMC in the amount of $500.00 towards Financial Plan preparation (Black & Veatch) be approved. RMC/West Wonderview Water Line Construction. The Committee recommends a change order with RMC in the amount of $1,350.00 which includes a time extension, Town -requested breakdown of the three projects, and extra on -site observation during the bore process be approved. HILLSIDE OPEN SPACE BEHIND BARLOW PLAZA - Request to Install a "Dedication Sign". The Committee continued this item to the January 16, 1992 meeting. REPORTS The Committee reviewed the Customer Service Response and Monthly Water Reports for November. Director Linnane reported the High Drive project will begin January 6, 1992 and is anticipated to be completed by March 15, 1992. The West Wonderview project is substantially complete and the Marys Lake Water Treatment Plant construction is ahead of schedule. Staff is in the process of reviewing the first draft of the Augmentation Plan. The Eastern Intertie project is proceeding on schedule. Barbed wire which is observed to be in disrepair by the Department while tree trimming in 1992, may be removed. Property owners will be contacted prior to removal/disposal of the wire. Christmas trees will again be chipped into mulch and available to the public; they may be deposited at the Tourist Information Center parking lot in the fenced area (south of the river, next to Hwy. 36 from December 20-January 15.
