Chairman Dickinson called the meeting to order at 2:01 P.M.
FAIRWAY CLUB CIRCLE - ASSOCIATION REOUEST TOWN MAINTENANCE AND
OWNERSHIP.
Public Works Director Linnane advised that the Fairway Club Home
Owners Association and he have been discussing the possibility of
the Town assuming maintenance and ownership of Fairway Club Circle
for some time. Prior to proceeding further, Tom Brown, Fairway
Club Home Owners Association representative, questioned whether
such a request would be agreeable to the Town. A letter dated
September 12, 1991 submitted by Mr. Brown was reviewed. To date,
out of 44 units, 43 owners and all lienholders of Fairway Club have
agreed to dedicate Fairway Club Circle to the public. Staff
inspected the roadway and found it to be acceptable. Parking is
currently allowed within the 45' right-of-way, and staff reported
the Association is aware that should the Town assume ownership, the
roadway would become a thoroughfare, relative to snowplowing
efforts, and roadway parking spaces would not be snowplowed. Staff
clarified that each such request is considered on an individual
basis, the Town should not incur a large expense if assumed, and
that said roadway was originally constructed in 1983. The
Committee will recommend future approval of the request to assume
maintenance and ownership of Fairway Club Circle, if and when the
Fairway Club property owners submit the necessary right-of-way
documentation.
PUBLIC SERVICE COMPANY - REOUEST FOR EASEMENT ON TOWN -OWNED
PROPERTY LOCATED IN LONE PINE ACRES.
Steve Martin, Engineering Technician/PSCo, requested a utility
easement for a proposed natural gas main installation traversing
across Lot 3, Block 8, 1st Addition, Lone Pine Acres, which is
owned by the Town. PSCo would be responsible for all fees
associated with the granting of such an easement, including
Attorney's fees. Discussion followed, with the Committee
recommending approval of the easement, with PSCo providing the
legal description and paying all associated attorney's fees.
WEST RIVERSIDE PARE. PHASE IV - DISCUSSION OF DEDICATION CEREMONY.
Special Project Manager Joseph reported that the final phase of
West Riverside Park has been completed and that it was within
budget. Funding was provided via a grant and staff is requesting
the area be marked by a dedication ceremony. The Committee
recommends approval of a dedication ceremony, with staff to verify
the date with the Mayor and advise.
TAP FEE STRUCTURE STUDY - REVISED SCOPE OF SERVICES.
Rocky Mountain Consultants (RMC) has submitted a request to revise

the scope of services for the Tap Fee Structure Study. The study
is more inclusive than originally outlined, and based upon input
from Committee members and potential public concerns, the scope was
expanded. RMC is utilizing the firm of Black & Veatch for this
study. As the Town would best be served by expanding the study
with Black & Veatch, the Committee recommends the amended scope of
services be approved, to include an additional expenditure of
$4,788.
EASTERN INTERCONNECTION WATER LINE PROJECT - REOUEST APPROVAL OF
BIDS.
The following bids were submitted:
Weinland Construction $130,368.05
BT Construction 177,594.00
Kitchen & Company 189,674.35
The engineer's estimate is $150,000 and the budget is $155,000;
thus, Weinland's low bid is within budget. The difference found
between bids was due to water line prices and excavation. Weinland
has performed work for the Town in the past and was found to be a
reliable contractor. The Committee recommends accepting the low
bid in the amount of $130,368.05 submitted by Weinland
Construction.
HIGH DRIVE LOOP PROJECT - AUTHORIZATION TO BID.
Staff requested authorization to bid the High Drive Loop Project as
sufficient funds are available in the budget. The existing 4"
water line will be replaced with an 8" line. The Committee
recommends staff be authorized to bid this project.
REPORTS.
Mail Delivery. Trustee Barker requested this item be discussed at
this time. Due to the lengthy response from Post Office
representatives, Trustee Barker requested the Mayor be authorized
to contact State Representatives and U. S. Senators to solicit
their support. Ass't. Administrator Widmer reported that he was
expecting a response from Post Office representatives the end of
September. Following discussion, the Committee recommends delaying
said contact with State Officials pending written notice from the
Post Office within the next eleven (11) days.
The Committee reviewed the Customer Service and Monthly Water
Reports for August. The Committee suggested "accountable water"
receive priority status after the start-up of the new water plant,
as it may affect the pending Augmentation Plan and associated
ongoing studies.
Water Consultant Update: The Mary's Lake Water Treatment Plant is
on -schedule, with construction of the structure 35' above ground --
the last tank wall will be completed next week. The PRV/Pump Vault
will be completed next week. With completion of the aforestated
tank and pump, the Town will have the opportunity to store one
million gallons of water and abandon the Crystal Water Plant. The
Town should also have the opportunity to raise the water service
level above 7,850' in the southeast portion of the community. Slow
progress is being made on the Wonderview Loop --completion is
anticipated in late October. The Augmentation Plan is on schedule.
Ass't. Administrator Widmer reported that he anticipates one (1)
additional change order for the Conference Center which should be

submitted for review in October.
Director Linnane briefed the Committee on the recently acquired
ponds located in Carriage Hills Addition (6th & 7th Filings). In
summary, the State Engineer inspected said ponds and is requesting
various improvements. In lieu of installing an outlet pipe and
valve, the Town is requesting it be allowed to use portable pumps
that will drain the ponds within a reasonable amount of time should
an emergency occur. Staff will investigate the potential use of
the fire pumper with Fire Chief Rumley and report his findings,
plus any additional comments from the State when available.
Following completion of all agenda items, Chairman Dickinson
adjourned the meeting at 3:00 P.M. to tour the Marys Lake Plant
construction site.
