RECORD OF PROCEEDINGS '/PUBLIC WORKS COMMITTEE April 18, 1991 Committee: Chairman Dickinson, Trustees Barker and Habecker Attending: All Also Attending: Town Administrator Klaphake, Public Works Director Linnane, Water Superintendent Goehring, Street Superintendent Speedlin, George Clausen, Clerk O'Connor Absent: None Chairman Dickinson called the Committee meeting to order at 2:06 P.M. WATER LINE EXTENSION - REOUEST APPROVAL OF WATER LINE AGREEMENT. Director Linnane advised that Dean McCormick and Richard Ahlstrand have constructed, at their sole expense, a 6" water main to serve Lots 42 and 49, Second Amended Filing of the First Addition to Charles Heights Addition. The aforementioned desire to convey the water main to the Town, with the Town reimbursing McCormick/Ahlstrand in the event future taps are requested on said main. Lots 41A and 48 were identified as potential properties that may request water taps onto the main. Town Attorney White reviewed the Water Line Extension Agreement, issued his comments, and they have been so incorporated. The term of the Agreement is 10 years, and, following execution, it will be recorded with Larimer County. Director Linnane advised that: (1) McCormick and Ahlstrand have executed the standard Application for Water Tap Outside Town Limits which includes an annexation clause, and (2) that a similar water extension agreement was executed with Thunder Mountain Subdivision. The Committee recommends approval of the Water Line Extension Agreement as requested. CLEAN-UP WEEK - AUTHORIZATION TO PROCEED. The Committee reviewed the Neighborhood Chairman List and Proclamation for the 1991 Clean -Up Week Program. In 1990, the Committee stated that the collection of pine needles would not be performed in future years; staff is recommending participants bag the pine needles separately as they could be used in the compost operation. The week of May 6 - 12 was suggested, with the week of May 13-19 serving as an alternate. Following discussion, the Committee recommends the Mayor be authorized to proclaim the week of May 6-12, 1991 as Clean Up Week, and that participants be required to bag pine needles separately. PUBLIC WORKS WEEK - AUTHORIZATION TO PROCEED. The week of May 19-25 has been designated as Public Works Week. Department employees formed a Committee to discuss this year's activities, and they are recommending a picnic be held from approximately 1-3:00 P.M. at the Town's picnic grounds in lieu of equipment displays and luncheon speaker. The 1990 budget was $850.00; the 1991 request is $700.00±. No alcoholic beverages will be served or allowed, and the work day will be re -arranged for all affected employees. Following discussion, the Committee recommends the Mayor be authorized to proclaim the week of May 19-25 as Public Works Week, and that the budget of $700.00 for the Picnic which will be held May 22nd be approved. BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Works Committee - April 18, 1991 - Page 2 PRESSURE ZONE PUMP - REOUEST AUTHORIZATION TO BID. Staff reported that $83,250 was budgeted to purchase a pressure zone pump which would be installed on Strong Avenue in conjunction with the Marys Lake Road 12" Water Line Project. Water Superintendent Goehring commented that this installation will assist contingency plans relative to the penstock tunnel. Director Linnane commended Superintendent Goehring and RMC for the creative engineering used in seizing this opportunity to save money, as the vault was already planned for the pressure reducing valve. The Light and Power Committee is, by means of a rate study, researching various alternatives to enhance energy conservation. Future research will determine if the associated water tank could be filled during off-peak hours which would reduce the Town's energy costs (a substantial savings). As the MDC Windy Gap payment has been received, this contingency is no longer applicable to 1991 capital expenditures. The Committee recommends approval of the project, authorizing staff to proceed with the bidding process. WATER TAP FEE STRUCTURE STUDY - REVIEW RMC SCOPE OF SERVICES. In 1990, the Committee discussed a 5-year Capital Improvements Plan and how it related to the water fees and water use. Staff has investigated the tap fee component with neighboring municipalities and generally found that multi -family units are charged separately, and that "flat rates" are charged in lieu of fixture value units. Three components comprise the tap fee: physical tap, water rights fee, and system development fee. Staff is requesting a study to ascertain whether the tap fees are supporting plant improvements, not necessarily as a prelude to increasing the fees. The Committee reviewed a scope of services and cost of engineering services submitted by Rocky Mountain Consultants (RMC) to review the Town's tap fee structure. Total cost of this study is $3,512. Discussion included the current "fixture value unit" calculation, and where Estes Park's water rates are positioned as compared to other municipalities. Meetings will be held (when appropriate) to receive public comment. The Committee recommends approval of the project, urging RMC to address the fixture value unit requirement and to determine the relation of the Town's rates to the marketplace. WESTERN INTERCONNECT PROJECT, PHASES II AND III - REOUEST APPROVAL OF CHANGE ORDERS. Staff presented two (2) change orders for approval as follows: Phase II - $656.00 for additional work to locate and reconnect services to the State and County Shop Facilities, and Phase III - $1,350.00 for additional services at Moraine and High Drives. The contractor on both projects is BT Construction. The Committee recommends approval of both change orders for a total expenditure of $2,006.00. REPORTS. The Committee reviewed the Customer Service Response and monthly Water Report for March. The Marys Lake Water Treatment Plant Project will be bid May 8, thus the special meeting scheduled May 2nd has been canceled (the Committee will meet during its normal time slot - May 16). George Clausen confirmed that the numerous permits necessitated by this project have been received. As a delay in the receipt of materials for the Glacier Creek preventive maintenance work may be experienced, the Committee BRADFORD PUBLISHING CO. RECORD OF PROCEEDINGS Public Works Committee - April 18, 1991 - Page 3 recommends staff prepare a rough draft contingency plan to address water consumption, and a schedule of how manpower will be utilized to install the materials in a timely manner should the materials be received prior to the summer season. Design for the 1991 Loop Project has been completed; a request to bid will be considered during the May Committee meeting. The League of Women Voters is sponsoring an "Environmental Pair" at the High School on May llth. The Water Division will be displaying the working model of a water treatment plant. The Committee received a copy of "Colorado Recycles"; Director Linnane reported that the Department is researching the use of recycled materials, and this topic will be discussed during an Administrative Committee meeting April 22, 1991. The Committee reviewed a press release announcing the annual flushing program and implementation of the Corrosion Control inhibitor. In a letter from Larimer County, the Town was informed that its 2 projects included in the CDOH 5-Year Plan, have been tentatively rescheduled for completion in 1995 in lieu of 1996 as earlier notified. Street Superintendent Speedlin briefed the Committee on a proposed "Adopt A Street" Program. Interest has been expressed to provide litter control for local streets. The Town would provide 60- gallon, orange -colored trash bags, and disposable vests for participants. Discussion regarding "signs" which are generally used to provide recognition of the volunteers followed. The Committee recommends approval of the program, possibly providing participation awards in lieu of the signs as identified above, plus the guidelines as recommended by staff: 1. Local streets where heavy -use is evident will be included in the program. 2. The area must include a minimum length of 1 mile. 3. The area must be cleaned a minimum of 5 times/year (March, May, July, September, and December) and the Department must receive prior notice to schedule trash pick-up services. The Committee commended those interested citizens inquiring of such program, and staff in bringing forth a plan for consideration by the Committee.
