Chairman Habecker called the meeting to order at 10:00 A.M.
BIG HORN SUBDIVISION -- OWNER REQUEST TO VACATE R-O-W
The buyer of a house on Lot 2, Big Horn Subdivision, is unable to
obtain financing because the house encroaches .7 feet into the
building set -back requirements of the Town. The Town is being
asked to vacate this l0-foot R-O-W. bringing this lot into
compliance. Access to the subdivision is via Big Horn Drive and an
access easement. Access to surrounding lots is not affected by the
R-O-W vacation. The R-O-W is 72 years old and has never been
needed by the Town.
Public Works Director Linnane reported the Town has no future use
for this R-O-W, and thus, has no objection to this request. The
Committee recommends approval of this R-O-W vacation, with the
owner paying all attorney fees involved with the preparation of the
R-O-W vacation ordinance.
AFFORDABLE HOUSING INCENTIVES -- WAIVING WATER TAP FEES
The Community Development Committee and the Town Board have
endorsed recommendations to provide affordable housing in the Estes
Park area. One recommendation is to waive water and sewer tap
fees. The sanitation districts are also being asked to waive their
tap fees. The Committee agreed further discussion is needed to
define affordable housing before a decision is reached. The
Committee recommends approval in favor of the concept of water tap
fee waivers, subject to definition of affordable housing and the
establishment of strict guidelines.
REPORTS
The Committee reviewed the Customer Service Response and Monthly
Water Reports for September.
Substantial completion of the Marys Lake Water Treatment Plant was
October 16th, with final completion in mid -November. The $200,000
T-bill retainage has been extended to November 27th. The grand
opening of the plant is scheduled for November 18th, 10:00 a.m.,
with an alternate date of November 20th.
A rough draft of the Water Tap Study will be available mid -
November, and will be brought before the Public Works Committee in
January for adoption.
There being no further business, Chairman Habecker adjourned the
meeting at 10:35 A.M.
