RECORD OF PROCEEDINGS ✓ Public Works Committee August 27, 1992 Committee: Chairman Habecker, Trustees Barker and Gillette Attending Trustees Barker and Gillette Also Attending: Town Administrator Klaphake, Public Works Director Linnane, Deputy Clerk Kuehl Absent: Chairman Habecker Trustee Barker called the meeting to order at 9:30 A.M. COMMUNITY DRIVE - REOUEST TO APPROVE RELOCATION OF ROAD The Developer, Pier Front Resort, Inc., is proposing the development of 30 dwelling units located southwest of Community Drive at Brodie Avenue and is requesting that the Town vacate a portion of the existing right of way on Community Drive. The vacated portion of Community Drive would be relocated to the North. Director Linnane reported this request would serve the best interest of the public because: 1. Two existing dangerous curves would be eliminated. 2. Driveway access to the new roadway would be minimal. 3. Pedestrian access from Highway 7 along Community Drive, past Matthew Circle and almost to the elementary school would be achieved. 4. The vacated R.O.W. would be dedicated as a utility and access easement and a developer -financed path would be constructed. The Developer will improve the pedestrian path and construct a split rail fence along the path. The Committee recommends approval of the R-O-W vacation and roadway relocation request, with the stipulation that a gate be installed at the Matthew Circle intersection with the new pedestrian path. This will provide maintenance vehicles access to the golf course but would prevent vehicular traffic from entering the golf course. The Committee also directed the Staff to coordinate with EVRPD to obtain an agreement to allow pedestrian access on the golf course from the vacated R.O.W. to the existing sidewalk adjacent to Tibbets Condominiums. FALL RIVER LANE - DEVELOPER REOUEST FOR TOWN TO PAVE ROADWAY The Committee delayed this item until the September meeting. MARYS LAKE WATER TREATMENT PLANT - APPROVAL OF CHANGE ORDER The Committee reviewed the change order as outlined below: Chemical, sample, potable water line upgrades $ 618 Extend ladder in the clear well $ 821 Uninterruptable power supply system change $ 4,853 Upsize panel breakers $ 1,170 The Committee recommends approval of Change Order #009 for $7,462. 1992 OVERLAY PROJECT - APPROVAL OF CHANGE ORDER The Committee reviewed the change order as outlined on the following page: BRADFORD PUBLISHING CO. • RECORD OF PROCEEDINGS Public Works Committee - August 27, 1992 - Page 2 Additional asphalt at state highway intersections $1,575 Additional street patching $3,814 Additional fabric patching $ 805 The Committee recommends approval of change order #1 in the amount of $6,194, bringing the total contract with Western Mobile to $64,164, with the following stipulations: 1. The Contractor is to be informed that no streets can be under repair during the Longs Peak Scottish Highland Festival, September 12th and 13th. 2. Future change orders with Western Mobile are authorized, staying within original budget of $75,000. 1992 LOOP PROJECT - REOUEST TO BID Below are cost estimates for the 1992 Water Looping Projects: Manford Addition Interconnection $ 25,500 Sunny Acres Addition Loop $ 27,500 West Wonderview Avenue Water Main Extension $ 67,500 Mount View Park Water Main $ 19,000 The Committee recommends approval to bid the 1992 Water Looping Projects. FALL RIVER WATER MAIN PROJECT - REQUEST TO BID The Fall River Water Main Project consists of 629 feet of 12" water main which will be replaced prior to paving of the Traeger development roadways. A fire hydrant is required; the cost of which will be included in the contract with a reimbursement from the owner of Traeger Subdivision. The Committee recommends approval to bid the Fall River Water Main Project. REPORTS The Committee reviewed the Customer Service Response and Monthly Water Reports for July. Start-up of the Marys Lake Plant will begin approximately September 1st, with a 120 hour non -interrupted water production period. The Fall River Plant will not be abandoned, but will be kept on line as a backup plant. The Park and Ride System generated approximately 70 parking spaces per day for the August time period. A prime parking lot of this size would cost $6,000 to $7,000 per space, a cost considerably more than the Trolley budget which helps support the Park and Ride Program. The Committee encouraged Public Works to consult with Public Safety to request the traffic signal at Highways 34 and 36 intersection be reviewed -- the duration of the East-West light should be lessened to improve traffic flow.
