Such openings shall have a net area of not less than 1 sq. ft. for each 150 square feet. Openings shall be located as close to corners as practical and shall provide cross ventilation. The openings may be reduced to 10 percent of above provided the under floor ground surface area is covered with an approved vapor retarder. Ridgeline Protection This site is in a ridgeline protection area and is subject to the requirements set forth in Estes Valley Development Code 7.1.0 Ridgeline Protection Standards. The roof color and material should blend with the surrounding area, e.g. a highly reflective brightly colored roof is not permitted. Wildfire Hazard Areas Since this property is in a wildfire hazard area, a defensible space inspection is required when the footings and foundations are in place. Setback Certificate Since the proposed house will be built at the minimum required 25 foot setback from the eastern property line, a stamped and signed setback certificate from a registered land surveyor is required. A registered land surveyor shall set the survey stakes for the foundation forms. After the footings are set and prior to pouring the foundation, the surveyor shall verify compliance with the setback requirements and provide a setback certificate. The certificate is required to be on the job site for the Building Official at foundation inspection. Features Allowed with Building Setbacks EVDC 1.9.D lists the features allowed within building setbacks. Cornices, canopies, eaves or other similar architectural' features are allowed within the building setback provided they extend no more than three feet into a required setback or yard. Height (Elevation) Certificate A certificate stamped and signed by a registered land surveyor verifying that the foundations are set per the elevations shown on the building permit is required to be on the job site for the Building Official at foundation inspection. Building Height Per EVDC 1.9.E.3 residential chimneys are exempt from the height standards only to the extent required by the Uniform Building Code. View of house from entrance to Stanley Hotel Dear Ms. Chileott: I am writing regarding your request that we study how the above referenced residence, located northwest of the intersection of Bighorn Avenue and the Highway 34 Bypass, would appear from the location of the entrance sign to the Stanley Hotel property on the Highway 34 Bypass. Thorp Associates has taken several photographs from this location toward the site of the house and looking back toward the hotel and sign from the house's site. Our conclusion is that the house will not be visible from the hotel sign or vicinity because of heavy intervening foliage. To illustrate this conclusion we have attached photographs and plans referenced by the following. Looking at the Site Plan for the house, please notice that there is a large outcropping of rock immediately northwest and uphill of the construction. We estimate that this rock is 25'-0", which would place its top at elevation 135%0" on the Plan. The highest point in the roofline of the house is at elevation 131'-0". (Point b'on the Site Plan.) From the vantage point of the sign at the entrance to the Stanley Hotel, the outcropping of rock would be immediately behind and slightly higher than the highest ridge of the house. Photographing the rock from the sign would allow us to render the house into the photo with reasonable accuracy. However, the rock cannot be seen from that vantage because of the intervening trees. Similarly, thc sign at the Stanley and most of its grounds cannot be seen from high points on the Maxwell's and neighboring sites for the same reason. 1 hope that this letter and attached photos allows the permit process to continue for this project. If not, I would be happy to walk the site and view areas with you to further examine the house's visibility. Please give me a call if you have any questions or further concerns.
