All new construction and additions that increase existing building footprints must have submittals / plans
routed to the appropriate Sanitation District. This is necessary to verify locations of existing district service
lines,
All construction that includes the addition or vacating of plumbing fixtures must have submittals / plans
routed to the appropriate Sanitation District. Both Sanitation Districts charge .fees per pltunbing fixture units.
Commercial projects that include either of the previous items, must have two sets of submittals / plans
approved by the appropriate Sanitation District and then submitted to the Building Department for permit
application.
Both Sanitation Districts make all service taps and inspect all underground plumbing outside of the buildings.
Both districts have requirements more restrictive than Municipal Plumbing Code requirements, CALL
BEFORE YOU DIG!
2. LA INTER COUNTY EALTH DEPARTMENT (1601 Brodie Avenue — 970-577-2050)
If any food / drink preparation, or serving alcohol is involved, the Larimer County Health Department must
be contacted first; two sets of submittals / plans must be approved by the Health Department and then
submitted to the appropriate Sanitation District for approval. The same two submittals / plans approved by
both the Health Department and the Sanitation District must be submitted to the Building Department for
permit application. Failure to follow this routing sequence will result in extra work and a delay in the
permitting process.
The Health Department must approve and sign submittals / plans that include day care facilities, prior to
submitting to the Building Department.
The Health Department shall approve all construction whenever a septic system is involved, even if it is to be.
vacated or abandoned. Open hole inspections are required on vacated tanks and abandoned tanks must be
appropriately filled and a letter of compliance is required if an inspection can be performed.
The Health Department must sign the Town inspection card.
STATE ELECTRICAL BOARD (Municipal 1 uilding, Room 100 — 970-577-3589)
The State Electrical Board issues permits and provides inspections for all electrical work within the Town
limits.
The Electrical Inspector must sign the Town inspection card.

Water wells are regulated by the State Division of Water Resources. The State engineer regulates all water
wells. A copy of the permit must be submitted prior to issuance of a building permit..
5. LARK 'R COUNTY FINANCIAL SERVICES DIVISION (200 W. Oak Street — 970-498-5930)
Current Larimer County use tax is .80% on material which is calculated at 50°/0 of the project valuation. Any
entity that qualifies for exemption from the County use tax must secure an exemption certificate from the
Department of Revenue for each exempt project (Form Dr0172).

was asked by the Contractor to Comment on several items listed on the inspection record dated
6/11/07 for the above referenced project.
I. Ovemotched end of West beam. This beam was notched on the bottom to provide proper
alignment with the rest of the deck framing. A built-up stud pack was placed under the
beam to support the bottom of the beam. The 3' by 3' footers are oversized (to support
stone work) and this construction is adequate.
2. Electrical rough -in. The electrical wiring has now been installed. Only the 2x10 deck
floor joists were drilled with 1" diameter holes. These holes conform with the
requirements of paragraph R502.8 of the IRC for drilling and notching.
3 The outer deck beams were offset on the piers and supported on additional posts resting
on the 3' x 3' piers. Since these piers are oversized, the off -center loading is ok and the
construction is adequate.
This construction will meet the requirements of the IRC.

I was asked by the Contractor to Comment on several items listed on the inspection record dated
6/11 /07 for the above referenced project.
1. Overnotched end of West beam. This beam was notched on the bottom to provide proper
alignment with the rest of the deck framing. A built-up stud pack was placed under the
beam to support the bottom of the beam. The 3' by 3' footers are oversized (to support
stone work) and this construction is adequate.
2. Electrical rough -in. The electrical wiring has now been installed. Only the 2x10 deck
floor joists were drilled with 1" diameter holes. These holes conform with the
requirements of paragraph R502.8 of the 1RC for drilling and notching.
3. The outer deck beams were offset on the piers and supported on additional posts resting
on the 3' x 3' piers. Since these piers are oversized, the off -center loading is ok and the
construction is adequate.
This construction will meet the requirements of the IRC.

1. All construction shall comply with applicable codes as amended and adopted by the Town of Estes Park.
2. Issues/details on the approved plans that exceed minimum code requirements shall be enforced.
3. All staff review comments are requirements of permits and are included in the permit packet.
4. The permit applicant shall maintain the entire permit packet available on the job site. The permit packet is to be
located at the posted address. The permit packet is to be kept inside a new/used electrical panel box,
painted red with the address # on the top front & the word "permit" on the bottom front. Temporary
addressing for new construction is to be located at the drive entrance along with the permit package.
Failure to comply with the addressing requirements will result in delayed inspections and re -inspection
fees.
5. All work shall be performed and completed in strict compliance with the approved plans. The designer of
record and the Department plans examiner or Building Official shall approve any and all changes or
revisions.
6. Plans have been reviewed and approved with comments. Follow the Town approved plans or provide
revisions. Major changes shall incur additional review fees of $100.00 per hour, and result in project time
delays.
7. Approved plans are not for field construction use, They are for the exclusive use of the Town inspectors. If
approved plans are not available or readable, inspections may not be provided and re -inspection fees may be
assessed.
8. If Town staff has to reproduce an approved set of plans, fees shall be assessed.
9. Each contractor shall obtain a business license from the Estes Park Town Clerk prior to beginning
work, per EPMC, Chapter 5.20.040
10. An approved contractor affidavit shall be submitted to the Town Clerk prior to requesting final inspections
and signed off by the Town Clerk and Chief Building Official. A final inspection will not be done until the
contractor affidavit has been submitted to the Building Department. if contractors do not have
business licenses, the TCO/CO will be held until such time as licenses are procured. See Contractor
Affidavit handout and Trades Checklist provided with this checklist.
11. The inspection card is required to be on site for all inspections. A CO can not be issued without all required
inspections signed off on the inspection card.
12. Living in construction trailers and/or recreational vehicles is prohibited.
13. Toilet facilities shall be provided for construction workers. 2003 IPC 311.1

ELECTRICAL
30. All electrical contractors and their employees shall comply with licensing and permitting requirements of
Colorado Revised Statutes (CRS) Title 12, Article 23, and shall carry the pocket cards with them on the
job site.
31. Electrical permits and inspections are the responsibility of the Colorado State Electrical Board, Department of
Regulatory Agencies. (Dave Cearlock 970-577-3589).
32. The State Inspector approving the electrical installations shall sign the Department of Building Safety Inspection
Card,
33. The Estes Valley Development Code (EVDC, 7.9) regulates all exterior lighting. See Planning Department review
comments.
EXTERIOR VENEER
34. In progress stone/masonry veneer inspections (paper, wire, etc.) are required.
35. All veneer shall be installed per manufacturer's installation instructions.
36. Manufacturers installation instructions shall be available for all veneer inspections.
ADDITIONAL INSPECTION INFORMATION
37. Inspection requests shall be made by 4:00 p.m. the previous workday and must be made by the contractor
performing the work. Provide contractor name and Town license number, job address, permit number, and
type of inspection. Include a phone number where you can be reached.
38. Partial inspections requests are acceptable (by unit/room, by trade, by floor, by area, etc.).
39. Inspection requests can specify AM or PM, but will not be guaranteed, except for concrete.
40. $100 re -inspection fees may be assessed if work is not ready for inspection or previous corrections have not been
made, Subsequent inspections shall not be provided until re -inspection fees have been paid.
41. $100 re -inspection fees may be assessed if a clean site and safe access are not provided for inspections.
Inspection access (housekeeping, trenches, ladders, scaffolding, etc.) shall be compliant with OSHA
requirements. Subsequent inspections shall not be provided until re -inspection fees have been paid.
42. Nothing shall be concealed before inspection and approval.

This proposal is to amend the current platted building envelope on Lot 46A, of the
Amended Plat of Tracts 42, 43 and 46 of the Fall River Addition to the Town of Estes
Park, Larimer County, Colorado. Brandon L. Larsen is the current owner of the subject
Lot. A single family home, private asphalt driveway, and all utilities exist on the Lot.
Mr. Larsen would like to increase the size of the current platted building envelope to
encompass a proposed patio and entry staircase.. The concrete patio is proposed in the
limited usable space in the back of the house and includes, a fire pit, hot tub, and 'wet bar.
The proposed patio extends approximately 25 feet north of the current building envelope
and is designed to 'blend into the existing natural landscape and topography. The area in
which the patio is proposed is vegetated by herbaceous .native species .andsurrounded by
a large rock outcropping. This area does fall within the Geologic Rockfall Hazard Area
mappedin the Estes Valley Development Code. Neil Sh.errod, Senior Engineering
Geologist with Terracon Consultants evaluated the proposed patio site and adjacent rock
outcropping for a more detailed analysis of the rockfall potential (where rocks would fall
from) and outfall zone (where the rocks would fall to). Please find a copy of the complete
report in this submittal package.
A staircase leading to main entry is proposed on the east side of the existing house.
Currently, there is no staircase leading to the front door of the house, which is located on
the upper floor deck (current main entry is through the garage only). The proposed entry
staircase extends approximately 7.5' east of the building envelope, which is 25% of the
25 foot building setback prescribed to Estate (E-l) Zoned lots.
This Lot is zoned E-1 (Estate) in the Estes Valley Development Code. No change in
zoning is requested.
