All new construction and additions that increase existing building footprints must have submittals / plans
routed to the appropriate Sanitation District. This is necessary to verify locations of existing district service
lines.

All construction that includes the addition or vacating of plumbing fixtures must have submittals / plans
routed to the appropriate Sanitation District. Both Sanitation Districts charge fees per plumbing fixture units.
Commercial projects that include either of the previous items, must have two sets of submittals / plans
approved by the appropriate Sanitation District and then submitted to the Building Department for permit
application.
Both Sanitation Districts make all service taps and inspect all underground plumbing outside of the buildings.
Both districts have requirements more restrictive than Municipal Plumbing Code requirements, CALL
BEFORE'YOU DIG!
2. LARIMER COUNTY HEALTH DEPARTMENT (1601 Brodie Avenue — 970-577-2050)
If any food / drink preparation, or serving alcohol is involved, the Larimer County Health Department must
be contacted first; two sets of submittals / plans must be approved by the Health Department and then
submitted to the appropriate Sanitation District for approval. The same two submittals / plans approved by
both the Health Department and the Sanitation District must be submitted to the Building Department for
permit application. Failure to follow this routing sequence will result in extra work and a delay in the
permitting process.
The IrTlealth Department must approve and sign submittals / plans that include day care facilities, prior to
submitting to the Building Department.
The Health Department shall approve all construction whenever a septic system is involved, even if it is to be
vacated or abandoned. Open hole inspections are required on vacated tanks and abandoned tanks must be
appropriately filled and a letter of compliance is required if an inspection can be performed.
The Health Department must sign the Town inspection card,

Water wells are regulated by the State Division of Water Resources. The State engineer regulates all water
wells. A copy of the permit must be submitted prior to issuance of a building permit.

1. A review will be done on the submitted responses to the questions

1. Engineering for the new foundation is required when excavation is
closer than 45°/0 from the bottom of the footing R403.1.7.2. This was noted on
Grading permit #G-004-07, 5/21/07. A separate stamped detail would be
acceptable. JS WILL SUBMIT

3. Will the egress window in bedroom #5 require a window well?

PROJECT MANAGEMENT & ALL TRADES SUBCONTRACTORS
1. All construction shall comply with applicable codes as amended and adopted by the Town of Estes Park.
2. Issues/details on the approved plans that exceed minimum code requirements shall be enforced.
3. All staff review comments are requirements of permits and are included in the permit packet.
4. The permit applicant shall maintain the entire permit packet available on the job site. The permit packet is to be
located at the posted address. Failure to comply with the addressing requirements will result in delayed
inspections and re -inspection fees.
5. Construction shall comply with approved submittals. (Anchor bolts, hold-downs, shear wall details, number and
size of trimmers and king studs, floor and roof diaphragms, truss blocking and bracing, roofing materials, fastening
schedule, specified connectors and fasteners, etc.)
6. All work shall be performed and completed in strict compliance with the approved plans. The designer of
record and the Department plans examiner or Building Official shall approve any and ail changes or
revisions.
7. Plans have been reviewed and approved with comments. Follow the Town approved plans or provide
revisions. Major changes shall incur additional review fees of $100.00 per hour, and result in project time
delays.
8. Approved plans are not for field construction use. They are for the exclusive use of the Town inspectors. If
approved plans are not available or readable, inspections may not be provided and re -inspection fees may be
assessed.
9. If Town staff has to reproduce an approved set of plans, fees shall be assessed.
10. Pre approved design build items (such as plum bing,, HVAC systems) are subject to approval during field
inspections, and shall comply with all locally adopted codes as amended.
11. Each contractor shall obtain a business license from the Estes Park Town Clerk prior to beginning
work, per EPMC, Chapter 5.20.040
1 2. An approved contractor affidavit shall be submitted to the Town Clerk prior to requesting final inspections
and signed off by the Town Clerk and Chief Building Official. A final inspection will not be done until the
contractor affidavit has been submitted to the Building Department. If contractors do not have
business licenses, the TCO/CO will be held until such time as licenses are procured. See Contractor
Affidavit handout and Trades Checklist provided with this checklist.
13. The inspection card is required to be on site for all inspections. A CO can not be issued without all required
inspections signed off on the inspection card.
14. Living in construction trailers and/or recreational vehicles us prohibited.
15. Toilet facilities shall be provided for construction workers. 2003 IPC 311.1
16. Nothing shall be concealed before inspection and approval.

27. Provide positive drainage away from all buildings. Site conditions may warrant the need for waterproofing.

PLUMBING
40. All plumbing contractors and their employees shall comply with licensing and permitting requirements of
Colorado Revised Statutes (CRS) Title 12, Articles 58, and shall carry their pocket cards with them on the
job site.
41. All installers of proprietary flexible tubing products ("Gas-tite", etc.) shall carry their pocket certifications with them
on the job site.
42. All backflow prevention shall comply with 2003 IRC. and shall be approved by the Town of Estes Park Water
Department. (Don Holbeck 577-3625)
43. Plumbing fixtures shall be protected by back -water valves per 2003 IRC.
44. Provide ABS and PVC mid story alignment straps, per installation standards.
45. All plumbing pipes shall be properly supported.
