BUILDING PERMIT SPECIFICATIONS
" REQUIREMENTS FOR PLANS SUBMITTED WITH A REQUEST FOR A BUILDING PERMIT INDER
SECTION 106 OF THE UNIFORM BUILDING CODE.
PLANS AND SPECIFICATIONS:
With each application for a Building Permit and when required by the Building Official for enforcement of any provisions
of Town Ordinances, two sets of plans and specifications shall be submitted. All plans shall show the name, address and
business telephone number of the person who prepared them. An architect, registered in the State of Colorado, shall
prepare the plans and specifications for and shall supervise the construction, alteration, addition, remodeling or repairs of
all structures when required by the Building Official. One set of plans will remain on file. One set is returned to be kept
on the job for contractors and inspectors use. Plans for alterations, repairs or resubmittals need pertain only to work to be
done or involved, but must be complete enough to demonstrate that they comply with Zoning Ordinances as well as the
Building Code.
Plans prepared by an architect or engineer shall have the stamp or seal of the architect or engineer responsible for
preparation of the plans, applied directly to: 1) each sheet of the reproduced drawings, 2) addenda and revisions, 3) the
cover, title page, and table of contents of specifications, and 4) the title page of engineering reports. Through the seal
shall appear the signature of the architect or engineer and the date of signature. PLANS WILL NOT BE ACCEPTED
THAT HAVE BEEN MARKED WITH A RED MARKER OR RED PEN.
Before Submitting Plan, Applicant should contact:
* Light & Power Department to determine the service hook up point and meter locations.
* Water Department for availability of water to the site, tap location and meter/read out location.
APPLICANT CHECK UPON COMPLETION
This information must be completed to be Routed.
1. Plot Plan - Site/Plot plans shall include the following information:
- A. Identify scale used. Scale, 1"-1 0' or 20' or 30'. Maximum size paper that will be accepted is 24" X 36".

B. Property owner's name, lot, block, subdivision name and filing number.
C. Dimensions of plat and all property lines. (Lot Dimensions)
D. Dimensions of front, rear and side yards. (Include at least 3 swing ties to lot corners, 2 of which are
perpendicular to the building.) w/swing ties to lot lines and/or comers
Location and dimensions of house, garage, carport and all other accessory building. (Building Foundation
footprint.)
F. Identify all utilities, existing & proposed. Size, length, location and material of all water, sanitary sewer,
storm and gas lines.
All meter locations. Water and Electric meters must be together.
Check if temporary construction electrical service is required.
H. Directional designation (north).
Names of all adjacent roads and show a proposed driveway layout. Z.:), iS'2401
J Show all existing easements e.g. utilities including overhead and right-of-way/trail easements.
K. Arrows showing proposed drainage direction.
If the property is in a Flood Plain, a grading and drainage plan must be submitted with the permit application.
Applicants who suspect they may be building in a Flood Plain, should contact Will Birch field, 577-3728, Chief
Building Official,
11. Floor Plan - Floor plans shall be provided for each individual floor (including basements, lofts or mezzanines, decks
and porches, etc.). The plans shall be dimensioned so as to clearly show the following.
A. Scale 1/4" = l'0"
B. Floor plan of each floor and basement or crawl space.
Plan of all attached terraces and decks; also of garage or carport.
If dwelling is of crawl space type, provide separate foundation plan.
* Location, size, and depth of footings, foundation walls and piers.
* Location, size, grade and spacing of all reinforcing steel.
* Material and fasteners specifications for wood foundation systems.
* Framing anchors and correctors to be embedded in concrete or masonry.
* Concrete and masonry beam pocket locations and sizes.
* Concrete slab thickness and reinforcement.
E. Direction size and spacing of all floor and ceiling framing members, girders, columns and piers. Engineering
when required by Building Official.
F. Location of all partitions and indications of door and window sizes and location and direction of door swing.
G. Location of stairs and landings.
H. Location and size of all permanently installed construction equipment such as kitchen cabinets, closets, plufnbing
fixtures, water heaters, finance, etc.
I. Indicate if Gas or Electric heating.
III. Exterior Elevations - Exterior building elevations shall be provided for each individual elevation and shall show the
following:
A. Scale 1/4" =1'0" Elevations, other than main elevation, which contain no special details may be drawn at 1/8" =
0".
B. Front, rear and other side elevations.
C. Windows and doors - indicate size unless separately scheduled or shown on floor plan. Door hardware schedule.
D. Wall -type finish materials.
E. Depth of wall footings, foundations, or piers, if stepped or at more than one level, all dimensioned from finished
grade.
F. Finish floor lines.
G. Finish grade lines and existing grade lines at buildings.
H. Chimney or vents for fuel burning devices and any other permanent equipment installed on the exterior of the
building.
I. Porches, decks and guardrails.
J. Details of accessibility for the disabled.
IV. , Details and Sections - Architectural building sections and details shall include the following information:
A. Section through exterior wall showing all details of construction from footings to highest point of roof. Where
more than one type of wall material is used, show each type. Scale 3/8" = 1'0" minimum.
B. Section through any portion of dwelling where rooms are situated at various levels or where finished attic space is
proposed. Scale 1/4" -- 1'0" minimum.
C. Section through stair wells, landings and stairs, including headroom clearances and surrounding framing. Scale
3/8" = 1'0" minimum.
D. Elevation and section through fireplace. Scale 3/8" = l'0" minimum. Show similar details for stove.
E. Sections and details of all critical construction points or special structural items. Scale as necessary to provide
information. 3/8" — 1'0" minimum.
F. State use of all rooms and areas (eg. what materials will be used or stored, what activities will be undertaken).
G. Roof details and design including snow load 40 lb. live load and truss or rafter layout.
V. Colorado Energy Conservation Standards Adopted by the Town of Estes Park.
VI. Legal Lot Determination
A. 11 the lot was not created by subdivision plat, submit title work demonstrating that the lot was created by deed
prior to May 5, 1972.
INSULATION STANDARDS AND ENERGY CONSERVING ALTERNATIVES
1. Minimum insulation standards for residential buildings:
A. Insulation having a minimum R-value of cleven shall be used in all exterior alls contiguous to unheated
areas above grade.
B. Insulation having a minimum R-value of nineteen shall be used in all exterior ceilings of heated areas above
grade.
C. All windows above grade shall be double -glazed.
D. All exterior doors or doors leading to heated areas above grade shall be weather-stripped and sliding glass
doors shall be double -glazed.
11, All commercial buildings over 5,000 square feet must have complete thermal analysis by registered architect or
engineer licensed in the State of Colorado.
RESUBMITTALS:
A resubmittal must be done when making changes to your plans that change the structure, such as moving beams or changing
beam size or header size, enlarging windows or doors, changing floor joist type size or direction. Two sets of plans are required.
Minor changes, such as moving a same size door or window a few feet on the same wall or moving a non -bearing wall usually
do not require a resubmittal. The Building Official will help determine if you need to resubmit plans. II -square footage is added
or if the structure is relocated on the property, three additional plot plans are also required with the resubmittal. To avoid these
additional costs and possible .delay of your project, it is best to have your structural issues and building placement resolved
before submitting for a building permit.
ADMINISTRATIVE APPROVALS:
Prior to Building Department review, the permit application and the plans and specifications are required to be reviewed and
approved by local governmental departments responsible for zoning, water and sanitation, fire protection, access roads and other
improvements on public property. The Building Department reviews plans and specifications for conformance with adopted
model codes and standards. The length of time required for plan review depends on the level of construction activity in the
Town of Estes Park at the time of submittal. Upon completion or review the governmental department must sign and date the
routing slip and each set of the submitted plans.
Local Governmental Departments responsible for review:
Community Development Department - Planning Department or other individuals responsible will review the plans for
zoning compliance within the applicable, land use zone (use, building height and setbacks to property lines, etc.). The Planning
Department should be consulted for zoning requirements and restrictions prior to design work. Please call Will Birchfield (577-
3728) or John Allman (577-3722). (Building Officials), Dave Shirk (577-3729) or Alison Chilcott (577-3720) (Town Planners),
or Bob Joseph (577-3725) (Community Development Director).
Engineering Department - Engineering Departments will review the plans for compliance with requirements for access
driveways (less than 12% slope for erosion control), culverts, easements and site drainage facilities. Please call Bill Linnane
(577-3580) (Public Works Director), Greg Sievers (577-3586) (Construction/Public Facility Manager) or Shawn Kraft (577-
3581) (GIS System Analyst).
Water Department - Water Department will review the plans and verity the location and size of the proposed water service
lines. Will verify compliance with requirements for elevation (must be less than 7,850' or Thunder Mountain and Marys Lake
areas less than 8,1201), adequate service in areas (near a Town owned main or included in Northern Colorado Water
Conservancy District) and check that there is only one tap and service per lot. Please call Bill Linnane (577-3580) (Public
Works Director), Bob Goehring (577-3607) (Water Superintendent), Greg Sievers (577-3586) (Construction/Public Facility
Manager) or Shawn Kraft (577-3581) (GIS System Analyst).
Light and Power Department - The electric utility will review plans to verify the availability and location of electric service
lines in your area„ and to verify requirements for the installation of electric service to your property. They will also verify and
approve an acceptable location for electric meters. Please call Mike Mangelsen (577-3583) (Assistant Light & Power Director),
Ed Dragon (577-360 I) (Line Superintendent), Jerry Brumleve (577-3600). (Meter Specialist Foreman), or Tom Oldham (577-
3602) (Storekeeper).
Health Department - The Larimer County Environmental Health Department reviews plans for compliance with the State of
Colorado requirements for food service establishments, installation of individual sewage disposal systems, and public swinuning
pools, spas and hot tubs. Call 577-2050.

Dear Mr. and Mrs. Racine:
The Community Development Department has reviewed the building permit application
for the above mentioned property. To complete the application, please submit the
information described below.
1 A detailed grading and drainage plan around the garage which includes existing and
proposed contours, top of foundation elevation(s), finished floor elevation(s) and
finished grade at building comers.
2. Driveway location should be shown with width of curb cut, existing and proposed
contours for the driveway and driveway slope called out. Driveway should not
exceed twelve percent.
The maximum cumulative garage space allowed on this lot is 1,000 square feet. The
Larimer County Tax Assessor website records show that the existing garage space is
899 square feet. Staff measures garage space as the area directly in front of the
garage doors only. Please submit plans for the other garages on your lot, so staff can
verify that garage space will not exceed the maximum allowed by the Estes Valley
Development Code.
Public Works staff recommends that the driveway be paved to eliminate extensive
erosion.

Attached is the letter we reviewed over the phone earlier oday 0 checked the Amended Plat of a Portion of Lots
100 and 101 Al Fresco Place file and did not find a preliminary plat showing topography; however, the Town's GIS
does have some information about topography that can print out if this will help you.
Also, as we discussed, since a driveway currently exists all the way to the proposed garage, a new driveway is
not proposed, and no changes are being made to the existing driveway., the width of the curb cut, existing and
proposed contours for the driveway and driveway slope are not needed on the site plan. Please show the existing
driveway on the site plan.
