Minutes of a Special meeting of the PUBLIC WORKS COMMITTEE of the
Town of Estes Park, Larimer County, Colorado. Meeting held at Town Hall
in said Town of Estes Park on the 26th day of February 2009.

Chairman Blackhurst called the meeting to order at 8:00 a.m.
PUBLIC COMMENT.
None.
Prospect Village Subdivision Easements — Request Approval.
Dir. Zurn stated drainage easements for the conveyance of storm water were requested
by Public Works to meet the drainage concerns caused by the increased elevation of
the property. The larger easement on Lot 1A, Amended Plat of Lots 1, 2, and 3,
Prospect Village Subdivision dedicates the northern most portion of the lot for a future
water quality pond. This pond would be constructed by the Town if required by federal
regulations in the future. Staff requests approval of the easements. After further
discussion, the Committee recommends approval of the drainage easements for
Lots 1A and 2A, Amended Plat of Lots 1, 2, and 3, Prospect Village Subdivision.
Prospect Avenue Bypass Contract for Design — Request Approval.
Dir. Zurn stated Prospect Avenue bypass (Prospect Ave, Fir St. and Moccasin Dr.), a
local collector street, has an average Pavement Condition Index (PCI) for Prospect
Avenue of 27, and therefore, staff recommends a total reconstruction of the 2,500 feet
of roadway. A Request for Proposal (RFP) was sent to 11 engineering firms with the
following responses received:

Staff recommends accepting the proposal from Cornerstone Engineering & Surveying
based on staff review and the quality of the proposal for the Design and Construction
Management of Prospect Avenue bypass at a cost of $48,600.
Construction details are summarized: the hospital has provided the Town with a cash
payment for one half of the upper 800 feet of roadway including curb and gutter; a
sidewalk would be installed on the south side of Prospect Ave.; traffic would be
detoured on to High St. during construction to allow access to the hospital; and the

project timeline estimates a 60 to 90 day construction. The Committee voiced concern
with the project timing and discussed the need to complete the project during the off-
season. Staff would review timeline options and report back to the Committee when the
bid recommendation for the project comes forward for review.
The Committee recommends approval to contract with Cornerstone Engineering
and Surveying for the Design and Construction management of Prospect Avenue
bypass for $48,600 from account #101-3100-431-35-51.
MISCELLANEOUS.
Trustee Miller requested staff review the Model Traffic Code parking amendment for
Park Lane. The street is currently a 3-hr parking limit on both sides of the street;
however, only the Bond Park portion of the street contains signage. Town Administrator
Halburnt stated the Police Dept. and Public Works are reviewing all parking
requirements to ensure the signage throughout town remains consistent with the code.
There being no further business, Chairman Blackhurst adjourned the meeting at 8:30
a.m.
