Public Sanitation Committee

The 3 year agreement between the Town of Estes Park and Parker-Makinster
for the operation and maintenance of the dump will expire on December
31, 1969.
This meeting was called for the purpose of discussing a new 3 year agree-
ment.
Mr. Parker and Mr. Makinster informed the Committee of the following
facts:
1. The operation and maintenance of the dump requires about 1000
hours of crawler tractor work per year.
2. An additional crawler tractor will be needed to supplement the
one now being used.
3. The average per year cost of the new agreement should be, annually,
$12,500.00 or a total 3 year cost of $37,500.00.
4. If the Town of Estes Park will assume the responsibility of
policing the permits at the dump site, Parker-Makinster will
allow $900.00 per year reduction in the cost of the agreement.
After considerable discussion, the Committee makes the following re-
commendation to the Board of Trustees:
1. The Town shall enter into a 3 year agreement with Parker-Makinster
for the operation and maintenance of the dump at a total cost of
$34,800.00 to be paid quarterly each year in the following amounts:
1970 - $11,000.00
1971 - 11,600.00
1972 - 12,200.00
$34,800.00
2. The Town of Estes Park will assume the responsibility of admin-
istering the dump permits at the dump site.
3. The agreement will provide for a sanitary fill method of opera-
tion each year from May 15th through September 15th.
The Committee instructed the Town Administrator to have a rough draft of
the proposed agreement drawn for their consideration.
The Committee also instructed the Town Administrator to contact the Town
Engineer about the costs involved in constructing a "BURN CAGE" at the
dump site.
The Committee discussed the possibility of adopting a rule to the effect
that the dump would be closed when the wind velocity exceeds allowable
limits.
The dump permit fees will be discussed at the next meeting of the Committee.
