PUBLIC SANITATION COMMITTEE
February 20, 1963

John Ramey
Also Attending: Mayor, Clarence Graves, Town Clerk Dale Hill
Those attending representing the engineering firm of Phillips, Carter and
Osborn were Mr. Crabtree and Mr. McGillis. Those representing the Estes
Park Sanitation District were President, C. F. Hix and Secretary, Verne
Fanton.
The persons from the Highway 34 Grand Estates District were Mr. Lou Canaiy,
Cliff Johnson, Leland Sittler, Hans Gartner and Ernest Robertson.
The purpose of this meeting was to determine the feasability of providing
sewers to the Highway 34 Grand Estates location. The population of this area
is estimated to be a maximum of 858 persons. During this meeting the following
points of interest were discussed:
1. The engineers can not make a preliminary survey estimate of costs
until the decision is made as to what method of sewage service to
plan on.
2. The two basic possibilities are to either form a separate Sanitation
District and treat the sewage with a separate system of mains and plant
or to form an Improvement District and pump the sewage into the Estes
Park Sanitation plant.
3. Mr. Crabtree estimated a package plant to service 600 population
will cost about $42,000.00. This estimate is taken from a plant
installed in Naturita, Colorado.
4. It was brought out in the discussion an estimate of $150,000.00
would be minimum in figuring the costs of a sewage treatment plant
and the necessary mains to collect from the area.
5. Mr. Crabtree mentioned that federal aid is available through the
HHFA Public Law #660 for Planning and Engineering and that further
federal aid is available for the Trunk Sewer Lines and Plant (30%).
The Highway 34 Grand Estates group seemed to be in agreement to study the
legal possibilities of forming their own Sanitation District.
The Committee recommends to the Board of Trustees the original dump fee of
$80.00 charged to the school be inforced.
