Town of Estes Park,Larimer County,Colorado,June 24,2003
Minutes of a Regular meeting of the Board of Trustees of the Town of
Estes Park,Larimer County,Colorado.Meeting held in the Municipal
Building in said Town of Estes Park on the 24th day of June,2003.
Meeting called to order by Mayor John Baudek.

Mayor ProTem Doylen called the meeting to order at 7:00 p.m.
PUBLIC COMMENT
None.
TOWN BOARD COMMENTS
Trustee Jeffrey-Clark reported on her recent NLC Small Cities Steering Committee
Meeting held in Watertown,SD.
1.CONSENT AGENDA (Approval of):
1.Town Board Minutes dated June 10,2003.
2.Bills.
3.Committee Minutes:
A.Utilities,June 12,2003:
1.2003 Christmas Decoration Installation —Estes Valley Home &
Garden Center,$52,500.
B.Public Works,June 19,2003:
1.Municipal Building Design/Build Scope of Services —Thorp
Associates,$14,000.
2.Fish Creek Trail,Phase I —Change Order,$6,550.
4.Model Traffic Code,Revised 2003 —Introduce the Ordinance and set July
22,2003 as the public hearing date.
Trustee Habecker questioned the Town’s ability to amend the 2-yr.Christmas
Decoration Contract should the budget be reduced;Town Administrator Widmer is of
the opinion that yes,the contract may be amended.

It was moved and seconded (Newsom/Gillette)the Consent Agenda be approved,
and it passed unanimously.
2.ACTION ITEMS:
1.TOWN ADMINISTRATOR’S REPORT.fl
A.Fall River Path:Construction is on schedule and the bridge should be
installed the week of July 7th
B.Fish Creek Path:Construction is progressing from the north along Fish
Creek Rd.
C.Weist Theater Project:Thorp Associates is working on schematic
programming.Once design has been completed,staff will seek Town
Board approval to proceed.Staff has toured several theaters in the
Denver area.
D.Performance Park Openinc —The grand opening was very successful,
attendance was sizeable,and entertainment was enjoyed by all.EPURA
was commended for a job well done.
E.Sales Tax Update.The Economic Indicator Table was reviewed.April
sales tax revenues were down 4%;and budget cut candidates will be
presented to the Town Board (most likely in August).
F.Notice of Lawsuit —Overlook Project (north of The Stanley Hotel Site).
On Friday,the Stanley Historic District Technical Review Committee
(TRC)received a lawsuit filed by Judith Nichol against the Overlook
Project located on Parcel 2,Stanley Historic District.The suit is seeking
a “stay”on the TRC,and a hearing is scheduled July 3rd where Town
Attorney White and Director Joseph will be in attendance.Many
adjustments were made to in the original proposal to respond to resident
concerns.Today,the Town received a Notice of Appeal requesting the
Town Board reverse the TRC’s decision.Staff believes right of appeal
only exists if TRC grants a variance.Thus,the Town Board will
determine whether the appeal will be heard at the Town Board meeting
July 8th
Mayor ProTem Doylen announced the numerous activities planned for July 4th
including but not limited to the Estes Park Car Club Annual Car Show;Possum Logic
playing in Performance Park;and the Fireworks Display.
Following completion of all agenda items,Mayor Prolem Doylen adjourned the meeting
at 7:51 p.m.
