COMPENSATION SCHEDULE UPDATE -ARTHUR YOUNG &COMPANY:
Mr.Bill Agnew,representing Arthur Young and Company,was
present and brought the Committee up—to—date on the progress of
the Compensation Plan.Mr.Agnew has met with Mike Powers of the
City of Fort Collins and reviewed Mr.Power’s methodology in past
Estes Park wage recommendations.The market data was calculated
using six local jurisdictions:Longmont,Loveland,Fort Collins,
Greeley and Larimer and Weld Counties.With respect to the
“market place”,the following was observed:Finance Department —
wages are somewhat low in the bottom scale;however,wages are
comparable near the top of the scale.Public Works —wages are
very comparable.Light and Power —wages are similar to that of
the Finance Department.Police Department -the mid-point of the
market place is significantly higher than that of Estes Park.
The “merit”in lieu of the “longevity”system was discussed;both
systems in one operation are not advantageous.
There appears to be a “compression”problem in the current
compensation schedule.There is a small wage gap between new and
old employees.
Currently,employees are at the following wage steps:

The existing “Performance Appraisal”System is good;however,
there is no criteria for exceptional and marginal performance
standards.
There is no existing maximum accumulated hours of sick leave for
employees.Two options for conversion of sick leave are:1.At
year’s end,a certain amount of sick leave could be converted
into annual leave with a 2—1 or 3—1 ratio;2.Pay a certain
percentage of any unused sick leave with a choice of carry—over
or money.
