Administrator Widmer,Finance Officer Vavra,Department Heads Linnane,Matzke,O’Connor Absent:None Chairman Dannels called the meeting to order at 10:02 A.M. 1993 BUDGET -REVIEW OF ENTERPRISE FUND BUDGETS. Light and Power Fund.Staff reviewed the Executive Summary for the Light and Power and Water Funds.The 1992 Light and Power Budget reflects the Board’s goal of maintaining a cash fund balance of at least $1 Million dollars.The 1993 budget includes moving one (1) work study person to a full—time position,and revenues,expenses, and capital outlay were reviewed.Staff confirmed which capital outlay projects would be submitted to the Committee for further action and which projects would require pre—authorization to bid. Water Fund.The 1993 Water Fund Budget revenues,expenses,and capital outlay were discussed.Items to be returned to Committee for further action or pre—authorization to bid were reviewed. In a memorandum dated October 30,1992,Ass’t.Administrator Widmer reviewed 1993 Budget Highlights which included General Fund Revenues,Expenses,Museum,Conference Center,Conservation Trust Fund,Special Events,Catastrophic Loss Fund,Self-funding Medical Insurance Fund,Fleet Maintenance,Fire and Police Pensions,and Light &Power and Water Funds.Pertaining to the mill levy, Larimer County has advised that the Town’s property tax revenue limit (mill levy)is 3.586;however,the Town has elected to use a mill levy of slightly more than 3 mills.Ass’t.Administrator Widmer commented on the growth factor plus CPI and how it would relate to the TABOR Amendment. 1993 Future Budget Considerations.The Committee reviewed four items that will be addressed during the committee process:salary appropriations (Administrative),Arts support (Community Development),Sister City Program (Community Development),and Museum Long-Range Plan (Administrative). The Committee recommends approval of the 1993 Budget;the public hearing is currently scheduled on November 10,1992.
