Chairman Dannels called the meeting to order at 2:00 P.M.
PERA MEMBERSHIP -EXEMPTION OF MUNICIPAL ELECTED OFFICIALS
The Committee reviewed Senate Bill No.92-115 which allows elected
municipal officials to exempt themselves from the Public Employees’
Retirement Association (PERA).Those Trustees desiring to
relinquish PERA participation may contact the Town’s Finance
Department.
REVISED CONFERENCE/TRAINING EMPLOYEE ATTENDANCE POLICY
Administrator Klaphake briefed the Committee on the revised
Conference/Training Employee Attendance Policy.The policy
contains a limitation of how many out—of—state conferences an
employee may attend.Travel policies for elected officials have
not changed.Trustee Gillette commented that the policy may be too
liberal.Administrator Klaphake noted that proposed
conference/training sessions will be itemized in the proposed 1993
budget.The Committee recommends the revised Conference/Training
Employee Attendance Policy be adopted.
1991 BUILDING CODES
Director Stamey reviewed Ordinances containing the revised Uniform
Building Code (UBC),Uniform Code for the Abatement of Dangerous
Buildings,Uniform Plumbing Code,and Uniform Mechanical Code.The
Town currently uses the 1988 Uniform Building Code.Trustee
Gillette stated he is not in agreement with the fees contained in
Table 3A.The Committee recommends adoption of these Ordinances.
USE TAX ON BUILDING MATERIALS
Assistant Administrator Widmer noted there are benefits to the
public and private sectors should the use tax be eliminated.
Trustee Gillette stated he could not support the building fee
increases contained in Table 3A,as this could be an undue hardship
on developers of low—income housing.Staff will forward this
concern to the Housing Advisory Committee’s list of action items.
The Committee recommends the Ordinance eliminating use tax on
building materials be adopted.

PROCEDURES FOR UNCLAIMED PROPERTY
The Committee reviewed an Ordinance defining the procedures for
unclaimed property,including utility deposits and police seizures.
This ordinance is necessary due to a new state law which allows
unclaimed property to revert to the state in the absence of any
local ordinance to the contrary.The ordinance requires the town
to publicize any unclaimed property before disposition takes place.
The Committee recommends adoption of this Ordinance.
There being no further business,Chairman Dannels adjourned the
meeting at 2:50 P.M.
