Chairman Dannels called the meeting to order at 9:00 A.M.
LARIMER COUNTY DEPARTMENT OF HUMAN DEVELOPMENT -FUNDING REQUEST.
The Larimer County Human Development Department inadvertently
neglected to make formal application to the Town for the annual
allocation of funds to assist the Estes Park office.The Town has
assisted this department since 1983,and the 1991 funding level was
$8,400.Carol Gillespie/Director of Community Programming,
explained the Department’s mission and distributed a fact sheet
describing the program’s purpose,operation,and budget.Following
discussion,the Committee recommends approval of the request,
allocating $8,400 in funding to the Larimer County Human
Development Department.
SAFETY MANUAL -REQUEST AUTHORIZATION TO ADOPT.
The Town’s insurance carrier,CIRSA,has required the Town to
collect,in one document,all applicable safety procedures and
policies followed by Town departments.The Town’s insurance
premium is based,to some extent,on the quality of this manual.
The Committee recommends the Safety Manual,as presented,be
adopted,and that Monte Vavra be appointed Safety Officer.
CREDIT CARD APPLICATION -REQUEST AUTHORIZATION TO OBTAIN.
Pursuant to an employee suggestion,Town Clerk O’Connor is
requesting authorization to obtain a Town credit card to be used to
confirm registrations and guarantee accommodations for all
conferences and training.The card will be in the sole possession
of the Clerk.The Committee recommends approval of the request.
USE TAX -REQUEST TO ELIMINATE TAX ON BUILDING MATERIALS AND ADOPT
TABLE 3k/UNIFORM BUILDING CODE.
Ass’t.Administrator Widmer requested the 2%Use Tax on building
materials be eliminated,and that Table 3A of the Uniform Building
Code be adopted for calculation of building permit fees.This
change will eliminate a significant administrative burden,and the
lost revenue can be recovered with the adoption of Table 3A.the
Committee recommends (3-1)the Use Tax on building materials be
eliminated,that individuals be given one year from the date of
this adoption to request a rebate of previous use tax on building
materials,and that Table 3k of the Uniform Building Code be
adopted.
SELF INSURANCE FUND -REQUEST TO RENAME FUND TITLE.
Administrator Klaphake requested the Self Insurance Fund be renamed
to Catastrophic Loss Fund.The Committee recommends approval of
the request.There being no further business,Chairman Dannels
acjourned the meeting at 10:12 A.M.
