Mayor ProTein Hix called the Committee meeting to order at 2:08 P.M.
ORGANIZATION CHART AMENDMENT/POLICE DEPARTMENT -REQUEST APPROVAL.
The Committee reviewed an organizational chart for the Police
Department which was amended to create two Lieutenant positions:
Administration and Operations.Lieutenants Emerine and Filsinger
filled these positions in June,1991.The Committee recommends
approval of the Police Department organizational chart as
presented.
EMPLOYEE RETIREMENT FUND,POTENTIAL CONVERSION FROM PERA TO ICMA-RC
-DISCUSSION.
Eligible general governmental employees participate in the PERA
(Public Employees Retirement Association)Retirement Plan.
Interest has been expressed by various employees to convert to the
ICNA-RC (International City Managers Association-Retirement
Corporation)401(a)Retirement Plan.
Finance Officer Vavra briefed the Committee on the differences,
advantages and disadvantages between both plans.In summary,PERA
is a Defined Benefit Plan,whereas ICMA is a Money Purchase Plan.
Following discussion,the Committee recommends staff provide:(1)
a list or number of employees desiring the conversion to ascertain
whether conversion is prudent at this time,(2)rationale
justifying the conversion,and (3)an ICMA report specifically
indicating the benefit gain for a sample employee.
Following completion of all agenda items,the Committee unanimously
consented to enter Executive Session to discuss personnel.
There being no further business,Chairman Dannels adjourned the
meeting to Executive Session at 2:37 P.M.
