FULFILLMENT CONTRACT -ROBERT OFFICE SERVICES. Since 1988,Hobert Office Services has provided a service of labels,statistics mailing and handling for all informational packets initiated by the Chamber of Commerce.The Committee commended Hobert for the very efficient and effective service. However,staff has been studying the complete model of tourist— related services in the community,and it appears these services should be entirely provided by the Chamber.The Committee recommends the contract with Robert Office Services not be renewed, authorizing a 30—day severance payment,with the actual transition to be negotiated by the Town Administrator,thus authorizing the Chamber to conduct all fulfillment requirements. 1991 OCCUPATION LICENSE FEES. Stressing the Town is attempting to assess a fair and equitable occupation license fee,the Committee recommends deferring any action pending a study session scheduled Thursday,February 7th at 8:00 A.M.It is anticipated a recommendation will be forwarded to the Town Board meeting scheduled February 12. PETITION FOR ANNEXATION,CARRIAGE HILLS 6TH &7TH FILINGS -REQUEST AUTHORIZATION TO PROCEED. Community Development Director Stamey briefed the Committee on receipt of petitions for annexation submitted by property owners of the 6th and 7th Filings of Carriage Hills.Owners representing 74 of the 117 lots have signed a petition which represents over 50% of the area to be annexed.Director Stamey requested and received the following proposals for preparation of the annexation survey and map: Precision West $2,280 Rocky Mountain Consultants 2,824 Van Horn Engineering 4,200 Estes Park Surveyors 5,660 The Committee recommends Director Stamey be authorized to proceed, and,pending an acceptable pre—contract meeting,awarding the contract in the amount of $2,280 to Precision West. TROLLEY AGREEMENT BETWEEN ESTES PARK TROLLEY CORPORATION AND THE TOWN -APPROVAL. Town Administrator Klaphake reported that pursuant to the 1991 Budget,staff has negotiated a new trolley service agreement.The 1991 Budget is $20,000 and it includes conference services.The 1990 Contract was rewritten to include the aforestated conference 0 0 BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Administrative Committee -January 28,1991 -Page 2 services and associated fee increase ($2,000).The CommitteerecommendsapprovaloftheTrolleyAgreement. FIRE PENSION ACTUARIAL STUDY -RFOUEST AUTHORIZATION TO PROCEED. The 1991 Budget included funding ($1,000)for an actuarial studyfortheFirePensionFund.Staff requested proposals for thisserviceandWilliamMercer,Inc.was the only respondent,with aproposalnot-to-exceed $2,400.As the budget can be amended tofundthisstudy,the Committee recommends accepting the Mercerproposal. TRAVEL POLICY -REVIEW. In 1990,the Town required all travel per diem to be supported bydocumentationasthisfilingeliminatedreportingallperdiemasordinaryincomeonW—2 forms.Consensus of the CommitteerecommendsretainingtheexistingtravelpolicyforappointedofficialsandTownstaff.
