HomeMy WebLinkAboutMINUTES Administrative Committee 1990-11-05RECORD OF PROCEEDINGS Administrative Committee November 5,1990 Committee of the Whole:Mayor Dannels,Chairman Board of Trustees Attending:Chairman Dannels,Board of Trustees Also Attending:Town Administrator Kiaphake,Assistant Town Administrator Widmer,Department Supervisors Linnane,Matzke,O’Connor, Scott,Stamey,Vavra Absent:None Chairman Dannels called the Committee meeting to order at 2:00 P.M. 1991 BUDGET -RECAP. Administrator Kiaphake presented the 1991 Budget Recap,briefing the Committee on General Fund Revenues,Expenses,Capital,and the following Funds:Stanley Park,Conservation Trust Fund,Museum, Conference Center,Light &Power,Water,Self Insurance,and Self Funded Medical.The proposed budget does not contain rate increases for electricity or water;however,an increase has been budgeted for the Occupation License.Staff provided clarification on the mapping equipment included in the Light and Power Fund (the entire staff will have access to such equipment),and the 1991 Advertising Plan (which will be considered during the Community Development Committee meeting scheduled November 8th).The Committee recommends approval of the 1991 Budget as presented.The public hearing for adoption of the budget will be held November 13, 1990. 125 FLEXIBLE BENEFITS PLAN -AUTHORIZATION TO PROCEED. The Committee reviewed the aforestated plan which will be available January 1,1991 to Town employees who are enrolled in the Town’s family coverage medical plan.The advantage of flexible compensation to an employee is a voluntary tax break opportunity. The plan uses pre—tax dollars for reimbursement of otherwise after— tax expenses,thus an employee reduces their personal Social Security,Federal and State income tax base by reducing personal salary.Implementation cost is $400,and it could be funded from the Self Funded Medical Insurance Fund.An annual fee will be assessed thereafter;however,staff anticipates the fee will be less than $400.Medical insurance rates will increase 33%; however,with this plan,employees may realize a net gain in their take-home salary of approximately $4.00/month.Due to ever- increasing insurance rates,savings for both the employee and the Town under this plan will only occur during 1991.The Committee recommends approval of the Plan,with implementation to occur January 1,1991. REPORTS. Town Administrator Klaphake reported that staff will prepare a recommendation concerning the Occupation License fee for presentation mid/late November. As requested,staff prepared and submitted Departmental Organizational Charts which will take effect January 1,1991.
