Chairman Dannels called the Committee meeting to order at 2:04 P.M.
INVESTMENT OPTIONS -AUTHORIZATION TO INVEST.
Staff requested authorization to invest Town funds in the Colorado
Local Government Liquid Asset Trust,Colorado Diversified Trust
Funds for Public Investor,Colorado Surplus Asset Fund Trust,and
Jefferson County Colorado Surplus Funds Trust.Finance Officer
Vavra reported that the Town Administrator is advised of the Town’s
investments on a weekly basis,and that the resolutions,as
presented,were reviewed by Attorney White.Following discussion,
the Committee recommends approval of the request.
1991 ORGANIZATIONAL CHART/PERSONNEL CHANGES.
Administrator Kiaphake reviewed specific personnel changes as
follows:
•Richard Widmer -Effective 11/1/90 designated Assistant
Town Administrator.
•Bill Linnane -Effective 11/1/90 designated Public Works
Director (probationary until 7/1/91).
•Richard Matzke -Effective 11/1/90 designated Light and
Power Director (probationary until 7/1/91).
•Bob Joseph -Effective 1/1/91 designated Special Projects
Manager.
•Donna Heifner -Effective 1/1/91 designated Deputy Town
Clerk/Executive Secretary.
•Vickie O’Connor -Effective 1/1/91 designated Supervisor.
•Bob Scott -Effective 1/1/91 duties will include special
events responsibilities (probationary until 7/1/91).
To assist in the transfer of his ICMA 401 Retirement Plan,
Administrator Klaphake requested authorization to grandfather Bob
Joseph/Special Projects Manager,as a Town employee from his date
of hire -August 15,1984.The Committee recommends approval of
the 1991 Organizational Chart as submitted,including all personnel
changes and the hiring status for Manager Joseph.Administrator
Kiaphake will provide copies of departmental organizational charts
for the Committee.
HOLIDAY POLICY -AMENDMENT.
Currently,the Personnel Policy Manual allows for a holiday of ½-day on Christmas Eve and ½-day on New Years Eve.Staff is
proposing this policy be amended to provide for a full-day holiday

on Christmas Eve,thus eliminating the holiday on New Years Eve.
Following discussion,the Committee recommends approval of the
amendment,with implementation to become effective October 24,
1990.
1991 BUDGET -REVIEW.
Staff submitted copies of the proposed activity sheets for the 1991
General Fund Budget which included the Museum,Stanley Park,and
Transfers.The only capital projects include completion of the
conference center,Marys Lake Water Treatment Plant,and the
Baldwin acquisition.Staff is proposing a restructuring of the
budget to provide an “Executive Department”which will include
portions of the salaries for the Town Administrator,Assistant Town
Administrator,Town Clerk,and Deputy Town Clerk.Trustee training
and education will now be charged to the “Legislative Department.”
Pursuant to discussions initiated by various downtown merchants,
staff is proposing Occupation License fees.Those businesses
classified under “service”will be increased from $75.00 to
$100.00;all others will be increased by $250.00.The fee increase
will pay for all advertising costs.On behalf of Ray Keller,
Nadine Streib (Simply Christmas Shop)stated merchants will agree
to the increased fee for advertising if a “professional”is hired
and charged with advertising responsibilities.
The next Administrative Committee meeting which will include budget
discussion on the Light and Power and Water Funds has been
scheduled on October 29,1990.
REPORTS.
Bob Dekker has submitted his resignation as Light and Power
Director effective January 2,1991.Director Dekker began his
employment with the Town in October,1957.Due to annual leave,
Mr.Dekker’s last day on the job will be October 31,1990.
Jack Ford submitted his resignation as Street Superintendent also
effective January 2,1991.Mr.Ford was first employed with the
Town in December,1973.
Expressing gratitude for jobs well done,the Committee recommends
accepting both resignations.
There being no further business,Chairman Dannels adjourned the
meeting at 3:31 P.M.
