Finance Officer Vavra reviewed the proposed 1989 Budget as follows: Stanley Park.The Horse Show and Rodeo Committee requested a 6% decrease in the General Fund transfer for 1989.Executive Director Scott clarified various line items in the budget.An effort will be made in 1989 to track each event to determine its viability.Funds to add siding on the west barn were included in the Capital Fund.Town Administrator Klaphake suggested the Board of Trustees discuss prioritizing capital projects as funds will be collected in a Capital Improvements Fund. Conservation Trust Fund.Revenues from lottery sales have been declining and the 1989 Budget reflects this decrease. Museum.The Museum requested a General Fund transfer in the amount of $55,480 which is a 5.67%increase from 1987.Director Busch stated all capital improvements and grounds maintenance were the Museum’s responsibility.The Committee requested Director Busch supply a copy of the Museum’s internal budget to the Committee no later than Tuesday,October 11th. Library.The Library requested a 53%increase in the General Fund transfer.The preliminary 1989 Budget included a 10% increase.Director Hoxsey intends to appeal the 10%increase on October 11th.Administrator Klaphake reported the Town will submit a letter to Larimer County requesting the County continue its support should the formation of a Library District be suc cessful. Light and Power.Town Administrator Klaphake stated this fund is operated as the Town’s enterprise fund;caution should be taken against increased transfers to the General Fund over and above 8%.Light and Power Director Dekker reviewed various line items. The Finance Department staff was commended in the low percentage of uncollectable accounts compared to those accounts billed. Regarding the installation of street lights in the Beaver Point area,Town Administrator Kiaphake suggested Director Dekker contact Rocky Mountain Park Superintendent Jim Thompson.The Town has received correspondence requesting the lights not be installed. Water.Public Works Director Widmer reported this fund does not reflect any potential purchase of the Crystal Water Company. 0 0 BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Administrative Committee -October 6,1988 -Page two Discussion included the SCADA computer system for the water treatment plants. The Self Insurance Fund and Fire and Police Pension Funds were also reviewed.
