UNUSED SICK LEAVE UPON RETIREMENT OR TERMINATION -UPDATE:
Tom Haller/Arthur Young Company appeared before the Committee and
presented the following four options for possible sick leave
reimbursement:
20 years of service and 60 years old
15 years of service and 55 years old
10 years of service and any age
Variable payout schedule
Such a benefit could encourage non—use of sick leave and re
tention of the employee.
A question and answer period followed,with the Committee recom
mending the Personnel Policies Manual be amended effective
January 1,1988 by adding the following to Paragraph 2.Sick
Leave:
“A terminating employee that has completed 20 years of
continuous service and is at least 60 years of age,shall be
compensated for 50%of the accumulated sick leave hours
including any hours in the sick leave bank.Said compen
sation will be computed at the same rate as final pay.”
INSURANCE -UPDATE:
Life Insurance/Accidental Death and Dismemberment Plan.Tom
Hailer also presented information concerning the aforementioned
insurance plan.Various options concerning the amount of par
ticipation are found among the municipalities.Preliminary
consensus of the Committee was to recommend such an insurance
plan,selecting the “one times salary”option with a $50,000 cap.
The Committee recommends Finance Officer Vavra request bids,
returning to the Committee for further review.
Long-Term Disability Plan.As requested by the Committee,Tom
Hailer submitted information concerning an insurance plan cover
ing a lengthy illness.The Committee reviewed various options
and recommends Finance Officer Vavra (1)obtain information
concerning if a rate schedule would vary depending upon job
classification;(2)obtains bids using a 90-day and 180-day
waiting period;and (3)obtain bids considering a joint insurance
plan with the Life/Accidental Death and Dismemberment and single
Long-Term Disability Plan,returning to the Committee for further
review.
Short-Term Disability Plan.Short-term Disability Plans have
been determined as costly benefits for the employer.This plan
covers any short—term non—work related injury.As the current

sick leave benefit has proven very beneficial,the Committee
recommends no further action on this plan.
CIRSA INSURANCE -DISCUSSION:
As requested,Finance Officer Vavra presented information con
cerning the effect increasing the amount of “deductible”on the
Town’s insurance policy would have on the premium for 1988.The
Committee reviewed the Town’s claim history for 1983 -1987.
Claim history indicates the Town could elect the $5,000 deduct
ible/occurrence in lieu of the present $1,000 deduct
ible/occurrence.Following discussion,the Committee recommends
increasing the deductible amount per occurrence to $5,000 for
1988 contingent upon the Town being allowed to revert back to the
$1,000 deductible.
DEPOSITING TRASH ON PRIVATE PROPERTY -REVIEW:
The Committee reviewed the aforementioned ordinance as prepared
by Town Attorney White.The Ordinance will prohibit any person
from depositing trash in any receptacle designated for such a
deposit without the consent of the owner.A fine and/or impris
onment section was also included in the Ordinance.The Committee
recommends adoption of the Ordinance.
REPORTS:
The Committee reviewed a memorandum dated September 11,1987
submitted by Chief Racine.A wash basin was broken by a prison
er.As complete replacement of the porcelain fixtures with
stainless steel is very costly,the Committee recommends install
ing a stainless steel basin to replace the broken basin at this
time.
Tom Haller offered additional information concerning the IRS
Section 125 Flexible Benefit Plan.No further action was taken.
