1988 BUDGET REQUESTS:
The Committee heard the following 1988 budget requests:
Estes Park Historical Museum.Mel Busch,Director,submit
ted a budget request in the amount of $52,500.An increase
in utilities has been projected due to the addition of the
NPS building.The Museum employs 2.4 permanent employees.
Approximately 13 persons volunteer their services during the
summer season.In comparing August 1987 with August 1986,
visitors have increased 1%.With regard to the restoration
of the former NPS building,the Museum anticipates complet
ing the exterior this year;with the entire project complet
ed by June,1988.
Estes Park Public Library.Judy Hoxsey,Director,presented
a budget request in the amount of $109,497.The request
reflects a 9%increase in the transfer from the General
Fund.Director Hoxsey stated the Library attempts to hold
the requests for Town funds to an absolute minimum.43
volunteers worked a total of 2,128 hours which translates to
a savings of approximately $8,514.Efforts are continuing
to form a Library District.The Library Foundation has
raised $50,000±thus far.An architect will be obtained to
prepare preliminary plans for a new building.The architect
will study all sites being considered.Tucker Wood stated
the Library Board is conducting a “wage study”.Preliminary
information indicates the Library’s wages are very low;
additional information will be submitted upon completion of
the study.
Estes Park Senior Center.Ross Moor/Treasurer,summarized
funds received since 1979.The Town has granted a total of
$34,100 to the Center;Larimer County $31,670,LWCOG
$16,494,and the Recreation District $3,750.The 1986
Treasurer’s Report indicated Income of $37,585.42,Expenses
of $37,499.91 and a Net Gain for the year of $85.51.A
formal audit was performed by Boudreaux and Jackson.The
Center employs two permanent personnel,the cook and direc
tor.Eli Ricker reported on the “meals on wheels”and
“meals on site”programs.
Larimer County Human Development.Harv Neely,Program
Administrator,submitted a list identifying community
programs for Estes Park.Mr.Neely advised he does not
anticipate a reduction in Federal or Larimer County funds
for budget year 1988.A formal budget request was not
submitted at this time;Mr.Neely will provide additional
data as soon as possible.
Retired Senior Volunteer Program (RSVP).In a very thorough
presentation,Iris Slack/RSVP Director requested $2,072 for

the 1988 budget year.The request represents an 18%in
crease from 198.104 Estes Park volunteers gave more than
21,000 hours of service to the community.Estes Park now
has 118 RSVP volunteers.RSVP receives funding from the
Federal “Action”Agency,Larimer County communities,Larimer
County Human Resources and fund raising activities.
