0 RECORD OF PROCEEDINGS ‘Administrative Committee October 9,1986 Committee:Chairman Hix,Trustees Aldrich and Laing Attending:Chairman Hix,Trustee Laing Also Attending:Mayor Dannels,Trustees Barker,Habecker, Town Administrator Hill,Finance Officer Vavra,Clerk O’Connor Ibsent:Trustee Aldrich PERSONNEL POLICIES MANUAL -REVIEW: As authorized by the Committee January 22,1986,Mr.Tom Hailer/Arthur Young and Company presented the final draft of the Personnel Policies Manual.There were no substantial revisions in policies or procedures.Following review,the Committee recommends the manual be revised to reflect the following: 1.Page 10 Suspension:“...a supervisor then has the option of suspending the employee.”Mr.Hailer will contact Town Attorney White to determine if “with or without pay”should be added to the aforementioned sentence following the word “employee.” 2.Page 10 Note:In the sentence “If an employee’s initial action is of sufficient severity,”the word initial will be deleted. 3.Page 12 0.Appeals Process:Delete the following paragraph -“Should the employee desire to seek judicial review of the Committee decision,it must be done within 30 days of the date of delivery of the Committee’s decision.” 4.Page 13 Q.Retirement:Mr.Hailer will contact Town Attorney White to determine if the age of 70 should be retained in the first paragraph of this section. 5.Page 13.Q.Retirement:Delete the following paragraph —For police employees,the Town of Estes Park contrib utes to the ICMA Retirement Corporation Program for retirement and to the Fire and Police Pension Asso ciation for death and disability.The total contribu tion will equal the Town’s contribution to the general employee’s PERA Plan. 6.Page 14 R.Leave:The leave policy will be revised for all temporary/seasonal employees as follows: Annual Leave Will not be allowed Holiday Leave Will not be allowed Sick Leave Will be allowed The Committee recommends approval of the Personnel Policies Manual contingent upon the aforementioned revisions. PERSONNEL POLICIES -DISCUSSION: In an effort to address various concerns expressed by Department Supervisors,Mr.Tom Hailer/Arthur Young Company submitted a letter dated August 27,1986 as follows: 1.Payment of unused sick leave to those employees who retire.A review of benefits provided by other © RECORD OF PROCEEDINGS Administrative Committee -October 9,1986 -Page two municipalities indicates that most cities do provide some payment of unused sick leave upon retirement.The Town currently provides some conversion of unused sick leave on an annual basis to annual leave. Discussion followed which included a long-term disabil ity plan.The Committee recommends Finance Officer Vavra investigate such a plan,and return to the Committee for further review. 2.Use of sick leave during annual leave.Following discussion,the Committee recommends the use of sick leave during annual leave not be allowed. 3.Maternity leave.Due to the Town not being required by law to provide maternity leave,the Committee recommends existing policy not be revised at this time. 4.Life insurance.Currently,the Town does not provide life insurance for its employees.The Committee recom mends Finance Officer Vavra investigate such an insurance plan and return to the Committee for further review. 1987 WAGE STUDY -REVIEW: Mr.Tom Haller/Arthur Young Company submitted the proposed Wage Study for 1987.In comparing the Town’s proposed wage schedule, it was determined the Town matched salaries of six local juris dictions (Fort Collins,Greeley,Longmont,Loveland,Larimer and Weld Counties).The Committee recommends the Board of Trustees adopt the following salary increases: Administration 5% Clerical 3% Light and Power 3% Police 3½% Public Works 3% The Committee also recommends approval of the following: Upgrading the positions of:Building Inspector/Zoning Administrator from Grade 15 to Grade 16 and Fleet Manager from Grade 16 to Grade 17 Addition of two positions:Water Superintendent,Grade 18 and Assistant Public Works Director,Grade 21. MERIT PAY INCREASES: The Committee discussed merit pay increases and recommends such merit increases be allowed in an amount not—to-exceed 1.75%of each individual department’s base annual payroll.Finance Officer Vavra will calculate these amounts for each department and advise the Department Supervisors. MUNICIPAL COURT SALARIES -REVIEW: The Committee reviewed existing Municipal Court salaries and recommends the Board of Trustees adopt the following wage sched ule: A 5%salary increase for the Municipal Judge to $717.50/Month A 3%salary increase for the Municipal Clerk 286.25/Month Q RECORD OF PROCEEDINGS Administrative Committee -October 9,1986 -Page three No change in the salary for the Assistant Municipal Judge $41.66/Month EVALUATION OF EMPLOYEES -DISCUSSION: Town Administrator Hill reported the form used to evaluate all employees had been in effect for the past 10-12 years.The form and perhaps the “pay for performance”evaluation system may be outdated.Following discussion,the Committee recommends Arthur Young Company prepare and submit a proposal for the evaluation system which would be reviewed prior to December 31,1986 and in effect by January 1,1987. REPORTS: The Committee reviewed a ten-year summary indicating the total number of employees per year based upon permanent and part—time seasonal employees.
