The schedules include the following general increases: Administration 8% Clerical 3% Light and Power 3½% Police 3½% Public Works/Water/Sewer 3% MERIT PAY INCREASES: As recommended in the Arthur Young and Company Report, the Committee recommends eliminating Steps 2 through 6 where they appear in each of the pay grades. This revision will allow supervisors some flexibility in providing merit increases, rather than the “all—or—nothing”5%step increases, and will ensure that supervisors use the opportunity to identify and reward different levels of performance, rather than spread merit funds equally among all employees. The Committee also recommends merit increases be allowed in an amount not to exceed 2.5%of each individual department’s base annual payroll.Finance Officer Vavra will calculate these amounts and advise the Department Supervisors. PERSONNEL POLICIES (EMPLOYEE RULES AND REGULATIONS): The Committee authorized Mr.Haller,Arthur Young and Company to prepare a proposal to examine and revise (if necessary)the current “Personnel Policies”(Employee Rules and Regulations) The Committee feels the review and/or revision is necessary to avoid disputes as to interpretation of various sections of the Personnel Policies. It is also expected that the rules and regulations would better address various legal matters such as employee dismissals and the “Fair Labor Standards Act.”Mr. Hailer will review all work in this project with Town Attorney White. fJ)DrD further business, the mee ing adjoud7 NOV26985 Dale G.Hill,Recording Secretary W ESIES PARK 8OAD 0;:TRUSTEES C2 / -TOWN OF ESTES PARK POLICE PROPOSED 1986 PAY SCALES GRADE POSITION TITLE 1 7 I PARKING VIOLATIONS ATTENDANT $1,055 $1,413 2 OISPATCHER I $1,107 $1,484 3 $1,163 $1,558 4 $1,221 $1,636 S $1,282 $1,718 6 DISPATCHER II $1,346 $1,804 ANIMAL CONTROL OFFICER 7 SECRETARY TO CHIEF $1 ,413 $1,894 8 COMMUNICATIONS SUPERVISOR $1,484 $1,989 9 POLICE OFFICER I $1,558 $2,088 10 $1,636 $2,193 11 POLICE OFFICER II $1,718 $2,302 12 $1,804 $2,417 13 JUVENILE OFFICER $1,894 $2,538 DETECTIVE 14 SERGEANT $1,989 $2,665 15 $2,088 $2,798 16 LIEUTENANT $2,193 $2,938 17 $2,302 $3,085 18 $2,417 $3,239 19 $2,538 $3,401 20 $2,665 53,571 21 $2,798 $3,750 TOWN OF ESTES PARK - PUBLIC WORKS/WATER PROPOSED 1986 PAY SCALES GRADE POSITION TITLE 1 7 I BUILDING SERVICES WORKER I 5905 $1,213 2 5951 $1,274 3 BUILDING SERVICES WORKER II 5998 51,338 4 51,048 $1,405 5 MUNICIPAL SERVICES WORKER I $7,100 $1,475 6 WATER PLANT OPERATOR I $1,156 $1,548 RODEO GROUNDS SUPERINTENDENT 7 HYDRO PLANT OPERATOR I 51,213 51,626 8 51,274 $1,707 9 WATER METER SPECIALIST I 51,338 $1,793 HYDRO PLANT OPERATOR I I 10 STOREKEEPER I 51,405 51,882 MUNICIPAL SERVICES WORKER II WATER PLANT OPERATOR I I 11 DRAFTSMAN/SURVEYOR 51,475 51,976 HYDRO PLANT OPERATOR III 12 MECHANIC 51,548 52,075 WATER METER SPECIALIST II 13 STOREKEEPER II $1,626 52,179 BUILDING AND ZONING SPECIALIST WATER PLANT OPERATOR I II 14 MUNICIPAL SERVICES FOREMAN $1,707 52,268 ENGINEERING TECHNICIAN 15 BUILDING INSPECTOR/ZONING ADMIN 51,793 52,402 WATER PLANT OPERATOR IV 16 MECHANIC FOREMAN 51,882 52,522 17 PARKS SUPERINTENDENT 51,976 52,648 WATER MAINTENANCE SUPERVISOR 18 STREET SUPERINTENDENT 52,075 52,781 19 52,179 52,920 20 52,288 53,066 21 DIRECTOR OF PLANNING 52,402 $3,279 22 52,522 53,380 23 52,648 53,549 CD..
