1986 WAGE STUDY -ARTHUR YOUNG AND COMPANY:
Mr.Tom Haller,Arthur Young and Company,advised the Committee
on the progress of the 1986 Compensation Plan.The market data
was calculated using six local jurisdictions which included Fort
Collins,Greeley,Longmont,Loveland,and Larimer and Weld
Counties and other agencies throughout the State.Mr.Haller
reported that Estes Park pay scales are competitive with the
outside market.In comparing the midpoints of our pay scales
with the average midpoints for similar positions in the other
organizations,our scale structure indicates it is very
competitive for most positions.The midpoints in effect in Estes
Park differ by less than 5%for most of the positions under
comparison.The Committee recommends the Board of Trustees adopt
the attached 1986 pay scales which were presented in the Arthur
Young and Company Report.
The schedules include the following general increases:
Administration 8%
Clerical 3%
Light and Power 3½%
Police 3½%
Public Works/Water/Sewer 3%
MERIT PAY INCREASES:
As recommended in the Arthur Young and Company Report,the
Committee recommends eliminating Steps 2 through 6 where they
appear in each of the pay grades.This revision will allow
supervisors some flexibility in providing merit increases,rather
than the “all—or—nothing”5%step increases,and will ensure that
supervisors use the opportunity to identify and reward different
levels of performance,rather than spread merit funds equally
among all employees.
The Committee also recommends merit increases be allowed in an
amount not to exceed 2.5%of each individual department’s base
annual payroll.Finance Officer Vavra will calculate these
amounts and advise the Department Supervisors.
PERSONNEL POLICIES (EMPLOYEE RULES AND REGULATIONS):
The Committee authorized Mr.Haller,Arthur Young and Company to
prepare a proposal to examine and revise (if necessary)the
current “Personnel Policies”(Employee Rules and Regulations)
The Committee feels the review and/or revision is necessary to
avoid disputes as to interpretation of various sections of the
Personnel Policies.It is also expected that the rules and
regulations would better address various legal matters such as
employee dismissals and the “Fair Labor Standards Act.”Mr.
Hailer will review all work in this project with Town Attorney
White.
