HomeMy WebLinkAboutMINUTES Administrative Committee 1985-10-23C a RECORD OF PROCEEDINGS “Administrative Committee October 23,1985 Committee:Chairman Hix,Trustees Graves and Laing Attending:All Also Attending:Mayor Dannels,Trustee Aldrich,Town Administrator Hill,Finance Officer Vavra,Spencer Rugaber,Elaine Hostmark, Judith Hoxsey,Kathy Moran,Bill McCreery,Mel Busch,Ed Poll,Art Anderson and Clerk O’Connor Absent:None 1986 BUDGET REQUESTS: The Committee reviewed and discussed the 1986 Budget Requests submitted by the following agencies: Estes Park Public Library -The Library’s request for 1926 is $97,550 which is a 7%increase from 1985.The Library Board is limiting employee salaries to 5%increases.The most flexibility is realized in the book purchasing account. The Library Board has determined failure to fund the book purchasing account would result in not providing adequate materials to maintain the current level of service. Estes Park Area Historical Museum —In an amended version of the 1986 Budget,the Museum requested $48,140 which converts to a 22.3%increase.The salary for the position of Curator of Collections is based upon a 70%fulitime equivalent,with a monthly salary and no insurance benefits.The salary for the position of Curator of Education is based upon a 75% fulltime equivalent,with a monthly salary and insurance benefits.A total of 9,781 people visited the Museum in 1985,39%of which were Colorado residents.A total of 1,460 volunteer hours have been recorded. Estes Park Urban Renewal Authority -In lieu of the $.01 Sales Tax Revenues,the Authority requested a fixed amount of $400,000 for 1986.Of the $400,000,$300,000 is requested as a 15—year “earmarking”in order to issue $1.5 Million in new bonds.The bonds would be used to fund Streetscape III Improvements on East Elkhorn Avenue (plus other pedestrian amenities).The remaining $100,000 would he designated for traffic improvements.The Authority proposed an election to approve the $300,000 a year for a ten—year period.
