EMPLOYEE RULES AND REGULATIONS -AMENDMENT:
The Committee reviewed the following paragraph and recommended it
be approved by the Board of Trustees:
COMPENSATION -2.Within-Grade Advancement -Merit Awards:
“Department Supervisors are permitted to give new employees
a one—step merit increase following their six—month eval
uation should this evaluation indicate superior performance.
The annual cost of this six—month merit increase shall be in
addition to the annual merit cost limits set by the Board of
Trustees each year.”
The following change in the Rules and Regulations is also
recommended (housekeeping):
Page 9 —“Leave”
The maximum annual leave will be increased by the
number of sick leave hours converted to annual leave on
the 2-for-i basis as explained in Section 2.These
additional hours not used by the EOD anniversary date
will be forfeited.(Board of Trustees -September 16,
1985)
FAIR LABOR STANDARDS ACT -ADOPTION OF POLICY:
Finance Officer Vavra informed the Committee that due to a
Supreme Court decision February 19,1985,the Town would no
longer be exempt from enforcing the Fair Labor Standards Act.
The primary issues of the Act deal with overtime and compensation
pay.The departments most greatly affected by the Act will be
the Police Department and Stanley Park.Following discussion,
the Committee recommends adopting the Fair Labor Standards Act
Policy with the effective date beginning October 1,1985.The
Rules and Regulations necessary to effect this change are
attached to and made a part of these proceedings.
1986 BUDGET -REVIEW:
The Committee reviewed and discussed the preliminary 1986 Budget.
REPORTS:
Officer Vavra also informed the Committee of further discussion
held with the Town Auditor concerning the income tax and with
holding requirements of the new tax law as related to Town
vehicles.
There being no further business,the meeting adjourned.

Personnel Policies
5.Work Week or Work Period Defined
A.The work week for all employees will be from 12:01
Sunday through 12:00 Midnight Saturday.The work week
will consist of either five 8—hour days or four 10—hour
days as designated by the department supervisor.
B.The work period for certified police officers will be a
28-day cycle which will begin at 7:00 A.M.every fourth
Monday.The work shift will be either 8 or 10 hours in
length as designated by the department supervisor.
6.Overtime
Overtime for employees will be compensated at a rate of one
and one-half f 1½)times the hourly rate.Overtime is
considered to be hours worked in excess of 40 hours per week
except for certified police officers,who will receive
overtime pay for hours worked in excess of 171 hours in a
work period.Authorized annual leave,sick leave,holiday
leave,and other authorized time off duty for which an
employee is paid shall be counted as hours actually worked
in computing overtime.Said hours shall be calculated for
overtime purposes when the leave periods are actually taken.
7.Compensatory Time
Compensatory time (comp.time)shall only be authorized by
the department supervisor and must be taken within the work
week or period earned.
8.Exempt Employees -Fair Labor Standards Act
Employees who are exempt from the overtime and compensatory
time provisions of the Fair Labor Standards Act are:Town
Administrator,Town Clerk,Finance Officer,Police Chief,
Light and Power Director,Public Works Director,Water
Superintendent,Horse Show and Rodeo/Business Manager,
Library Director,Museum Curator,Town Planner,Building
Inspector,Engineering Technician,Police Lieutenant,
Assistant to the Light and Power Director,Light and
Power Line Foreman,Street Superintendent,Park
Superintendent,Water Field Supervisor,Rodeo Grounds
Superintendent,Police Sergeant,Police Communication
Supervisor,Police Detective and Juvenile Officer.
Exempt employees,except department supervisors,may receive
either overtime or compensatory time upon their department
supervisor’s discretion.
