P.E.R.A.-ALTERNATE (As provided in State Law):
Town Administrator Hill advised the Committee Senate Bill Number
47 provides that the City Manager and key staff (determined to be
the Finance Officer,Director of Light and Power,Director of
Public Works and the Water Superintendent)may be exempted from
P.E.R.A.if such employees and the municipality have executed a
trust agreement with the International City Management Asso
ciation Retirement Corporation (I.C.M.A.).I.C.M.A.is regulated
by the Internal Revenue Service.Following discussion,the
Committee recommends the following addition,which will not
change the Town’s cost,be made to Page 13 of the Employee Rules
and Regulations:
“for those employees covered under the provisions of State
of Colorado Statute 24-51-911 and elect to be exempted from
P.E.R.A.,the Town of Estes Park shall contribute an amount
equal to the current employer’s P.E.R.A.contribution to the
employee’s I.C.M.A.Retirement Program.”
EMPLOYEE RULES AND REGULATIONS -CLARIFICATION REGARDING ANNUAL
LEAVE AND INSURANCE:
Finance Officer Vavra submitted a clarification regarding the
accrual rate of annual leave,which will be effective at the
beginning of the 4th,11th,and 16th years of employment:

*pro_rated for eligible part—time employees.
The clarification will not lesson any employee’s annual leave.
The clarification regarding insurance,which will be effective at
the beginning of the 3rd,6th,11th and 16th years of employment
is as follows:

0 through 2 30%
3 through 5 40%
6 through 10 50%
11 through 15 75%
16+100%
The Committee recommends approval of the clarification amendments
to the Employee Rules and Regulations.

XEROX COPIES AND MUNICIPAL CODE SUPPLEMENTS -CURRENT CHARGES:
The Committee reviewed current policy regarding charges for xerox
copies.The Town now charges 25 for one copy;30 for 2 copies;
and 10c for additional copies.The Urban Renewal Authority
charges 25 for all copies.The Municipal Code Supplements are
updated for 17 per sheet.The Committee recommends charging 25
each for all copies and 50 per sheet for the Municipal Code
Supplements.
1986 WAGE &SALARY PROGRAM -REVIEW OF ARTHUR YOUNG PROPOSAL:
The Committee reviewed the March 19,1985 Arthur Young proposal
in the amount of $4,000 which listed the approach!staffing,and
schedule and fees.Following discussion,the Committee recoin—
mends accepting the Arthur Young proposal in the amount of
$4,000.
There being no further business,the meeting adjourned.
