INSURANCE:
The Town’s 3—year insurance package becomes due in June,1985.
Finance Officer Vavra submitted a list of insurance policies
which included the type of policy,coverages and limits,carrier
and expiration date of policy period.Officer Vavra also submit
ted a memorandum regarding the reference investigation of the
Colorado Intergovernmental Risk Sharing Agency (CIRSA).CIRSA is
an “insurance pooi”which contains 25 members.By filing an
application,the Town can become a member.In checking four
member cities (Aspen,Delta,Fort Lupton and Grand Junction),
Finance Officer Vavra found all four agencies were satisfied with
the claims adjustment and service they had received.CIRSA
submitted a 1985 Proposed Contribution for the CIRSA Property and
Liability Program for the Town in the amount of $36,911.This
figure compares to our present premium of $53,397.Attorney
White has reviewed the proposed contribution program.Following
discussion,the Committee recommends entering into the CIRSA
Insurance Pool contingent upon Town Attorney White obtaining
pertinent information regarding enrollment dates,ratings,etc.
and advising Staff,and also that,in the interim period,the
current Town’s insurance policies be extended approximately six
months to ensure coverage.
INFORMATION DESK -LOBBY:
Finance Officer Vavra submitted a request to establish an
“information desk”to be located in the main lobby outside the
Finance Office and that a position be created to staff the
information desk.The position would become the telephone
switchboard operator for the Town.Use of a volunteer program
was considered to staff the position;however,further research
has determined use of volunteers was not possible.The amount
budgeted in 1985 included $1,600 for lobby furniture and relocat
ing the telephone cable.The position established would be a
“clerical aid”with the employee’s total cost,including
benefits,being $11,676.00 The position would be filled as soon
as the desk,etc.is in place.This expense would be shared by
the General,Light and Power,and Water Funds.The Committee
recommends approval of the lobby information desk and staffing
the desk with the position of clerical aid.
EDUCATIONAL PROGRAMS FOR EMPLOYEES -ESTABLISH POLICY:
Administrator Hill advised the Committee,Department Supervisors
have requested the Town establish a formal educational policy for
employees.Two types of policies need to be established:
educational and training.Following discussion the Committee
recommends Staff prepare proposed Educational and Training
Policies and submit them to the Committee for their review and a
recommendation to the Town Board.

EMPLOYEE INCENTIVE AWARDS -ESTABLISH POLICY:
Town Administrator Hill advised the Committee Department Supervi
sors have also requested the Town consider employee incentive
awards.The Committee recommends Staff research the employee
incentive award program and return to the Committee for their
review and a recommendation to the Town Board.
1986 WAGE AND SALARY PROGRAM:
The Committee discussed whether or not to continue using the firm
of Arthur Young and Company for the Wage and Salary Program.
Discussion followed with the Committee recommending Administrator
Hill contact Arthur Young and Company (on a preliminary basis)
and requesting a representative of the Company to meet with the
Committee.
EMPLOYEE-OPERATED VEHICLES -IRS REGULATIONS:
The Internal Revenue Service has adopted new regulations regard
ing employee-operated vehicles to ensure that the employee is
“acting in the scope of their employment.”The Committee recom
mends Staff establish a policy describing the method in which
employees are allowed to take home Town vehicles,have it re
viewed by the Town Attorney,and submit the proposed policy to
the Committee for their review and recommendation to the Town
Board.
SUPERVISORY TRAINING:
Town Administrator Hill presented a January 23,1985 memorandum
submitted by Public Works Director Widmer regarding supervisory
training.Mr.Richard Putney has provided a proposal in the
amount of $500 to provide a one-day intensive training session in
essential supervisory skills and one additional day for
“on—the—job”consultation for eight employees.Discussion
followed with the Committee recommending approval of the proposal
submitted by Richard Putney to provide supervisory training.
