HomeMy WebLinkAboutMINUTES Administrative Committee 1984-04-2500 BRADFORD PUBLISHINGCO.RECORD OF PROCEEDINGS /Administrative Committee pril 25,1984 Committee:Chairman Hix,Trustees Laing and Graves Attending:All Also Attending:Mayor Dannels,Town Administrator Hill, Clerk Jensen TOM FLANNERY -HAY &ASSOCIATES -WAGE AND SALARY PROGRAM: Mr.Tom Flannery of Hay &Associates,an international consulting group known for wage and compensation systems,presented the objectives of a good compensation program and stated that the Town has a sound basis for developing a program.The main objectives in a wage and salary program are as follows: 1.Internal EQuity -are jobs fairly ranked with others. 2.Competitive Level -how well are you paying compared to others in the industry. 3.Ease of Administration -is the program easy to maintain once it is installed. 4.Total Compensation —base salary and benefit package. Mr.Flannery stated that lie had reviewed the Town’s wage and salary program and felt that the Longmont study,which is currently being used,is a good base but suggested that the Town may wish to audit its present compensation plan.In answer to a question regarding merit increases,Mr.Flannery stated it was important to “pay for performance”.An employer should develop a merit program that makes sense,and then decide what you have in dollar resources and how much you want to put behind it in any given year.With regard to lengthy illnesses and disabilities, he stated the Town could explore a disability insurance program or fund its own disability program.After a brief discussion, the Committee recommends Hay &Associates submit a proposal on scope of services to audit the Town’s current wage and salary program prior to the budget in August.Mr.F]annery stated that he could submit a proposal within a week,with the audit of salary and benefits priced separately. STRESS MANAGEMENT WORKSHOPS: The Committee reviewed a proposal for stress management workshops for Town Employees as submitted by 0.Kenneth Alford.The estimated cost for the workshops would be approximately $1,657.50.Administrator Hill stated that the majority of the Department Supervi:sors were in favor of the workshops.The Committee recommends approval of the stress management workshops for Town employees.
