MERIT EVALUATION GUIDELINES:
As determined by the Administrative Committee last year the Committee
proceeded to discuss guidelines for employee merit evaluations.
The Committee recommends the Department Supervisors be advised that
the Committee feels merit increases are to be thought of as rewards
for a very definite outstanding performance by employees and not just
longevity increases.The Committee urges the Department Supervisors
to be very selective in their evaluations.
The Committee also recommends the ceiling on merit and promotional
raises be limited to and shall not exceed an amount equal to 1%of
the individual department annual payroll.The Finance Officer will
assist each department in determining this 1%figure.
CHANGE IN PERSONNEL POLICIES:
The following “Probationary Status”regulation is recommended:
The probationary period is an integral part of the selection
procedure allowing the appointing authority to train,observe,
and evaluate an employee s work in order to determine fitness for
career status in the position.
Afloriginal appointments,promotional appointments,reemploy
ment appointments,and reinstatement appointments are subject to
a probationary period,with length of period determined by classi
fication.The probationary period for general Town employees is
six (6)months and that for public safety personnel is one (1)
year.
All employees will be evaluated with regard to performance,
attitude,attendance,and development during the probationary
period.
If at any time during the probationary period the department
supervisor determines that the services of the employee have been
unsatisfactory,the employee may be terminated if an original
appointment,or demoted if a promotion,with concurrence of the
Town Administrator,without the right of appeal or hearing.
The following “Appeals”regulation is recommended:
3.Appeals An employee may seek review of any disciplinary
action against him or her within fifteen working days of the
Department head’s action.The review shall be accomplished by
the Town Administrator.The employee shall request such review
in writing delivered to the Town Administrator.The Town Adminis
trator shall affirm or reverse,in whole or in part,the Department
head’s action in fifteen days of the receipt of the employee’s
request for review.The employee may appeal from the decision of
the Town Administrator to the appropriate committee of the Board
of Trustees.The Town Administrator shall notify the employee
in writing of his determination regarding his review of the
Department head’s action and shall also notify the employee of his

The Town grants group hospital and medical insurance to
all full time permanent employees and the Board of Trustees.
Premiums covering the employee himself are paid in full by
the Town.Family coverage can be obtained through the same
plan for a nominal flat rate premium which provides coverage
for the entire family.
The Town will pay the following percentages of the em
ployee and family premium but not less than the employee’s
share of the premium:(Comprehensive—preferred Service with
Major Medical)
Years of Town’s Share
Employment of Premium
0—1 25%
2 30%
3-5 40%
6—10 50%
11—15 75%
16+100%
