The Committee also reviewed the Town Attorney’s letter of September 1,1976 (attached)in which he gave the opinion that officer Conley’s widow and child were entitled to payments from the Policemen’s Pen sion Fund. The Committee discussed the need for an actuarial study of the Police men’s Pension Fund and decided it would not be necessary at this time. The Committee recommends to the Board of Trustees that the Policemen’s Pension Fund employee —employer contribution be increased to 2%of payroll for each effective January 1,1977. MEDICAL INSURANCE: The Committee reviewed the present policy setting forth the Town of Estes Park policy on its contribution towards the Health Insurance program now offered to all employees and trustees. After careful consideration the Committee recommends the policy be changed to the following employees contribution plan: Years of Employment Town’s Share of Premium 0—1 25% 2 30% 3—5 40% 6—10 50% 11—15 75% 16+100% HOLIDAYS: So that the Holiday section of the Town’s employee rules and regula tions will reflect the recent court decision on the Fair Labor Stan dards Act,the Committee recommends this section be amended to read as follows: “Thp fo71nwinr ho7idiv will ht nh.tvvic1 vpr7v C2 BRADFORD PUBL.ISHING CO.,DENVER R E C 0 R D 0 F P R 0 C E E D I N G S Administrative Committee November 9,1976 Page Two (2) SOCIAL SECURITY: The question -Should the Town opt out of the social security program? -was discussed at length by the Committee along with Mayor Tregent and Trustee Burgess. Several pieces of data and various papers and tapes regarding this subject were studied by the Committee prior to this meeting. Due to the seriousness of this subject and the Committee’s feeling that additional information and study is needed before it can make an intelligent recommendation to the Board,the Committee decided to continue its review of this matter. ESTES PARK COLORADOSeptember1,1976 Mr.Dale Hill Town Administrator Town of Estes Park Estes Park,Colorado 80517 Re:Police Pension Fund Officer Conley’s Death Dear Dale: It is the opinion of both Assistant Town Attorney,Roger Clark,and myself,that Officer Conley’s widow and children are entitled to payments from the Estes Park Police Pension Fund as a result of Officer Conley’s death this summer.The Town became liable for such payments at the time of his death. The widow is entitled to payments until she remarries or dies,whichever first occurs.The children are entitled to payments until they either reach the age of 16 years or die, whichever first occurs. The amount of the payments to the widow and the children is based upon Officer Conley’s gross monthly salary at the time of his death. The widow is entitled to a monthly payment equal to one- fourth of said monthly salary.Each child is entitled to a monthly payment equal to one-eighth of said monthly salary.
