The Committee also recommends that either this Committee as it is now established or another Committee review the wage and salary levels prior to the adoption of the 1970 Town of Estes Park budget and that the vacation, sick leave, over time and retirement schedules be reviewed. Dale G. Hill, Town Administrator July 1, 1968 WAGE STUDY COMMITTEE REPORT This special committee was appointed by the Mayor to study the Town's wage structure and make recommendations. Committee: Chairman Petrocine, Trustees Dannels and Tregent. Every department's payroll was reviewed and compared to the competitive labor market. Committee members conferred with each department head and every employee's rating was reviewed and studied. In the committee's opinion, it is timely, appropriate and advisable to adjust the wages of the Town's personnel and to establish a set of policy guide lines, covering such items as vacations, sick leave, holidays, re- tirement age, etc., for general use of all departments. This Committee has written an adjusted wage schedule and the above men- tioned policy guide. These have been reviewed, in detail with each Councilman and with each department head. We recommend that the Town Board instruct the Town's department heads to put these into effect, as of July first, 1968, retroactively. We further recommend: 1. That payroll planning shall coincide with budget planning. 2. That each department work on plans to develop continuity of key personnel and 3. That the administrative office operations should receive plann- ing attention regarding such matters as coordination of res- ponsibility, L authority, finance management and Board Committee involvement.
