Hill PROPOSED SALES TAX: Figures made available from the Department of Revenue indicate the net retail sales for 1971 are estimated to be about $16,000,000. This amount of sales would produce about $224,000 in 1971 based on a 2% tax and a 70% collection factor. If the sales tax becomes effective on July 1, 1971 the tax generated in the last half of 1971 would be about $196,000 on a taxable sales of $14,000,000. The Committee recommends the. Board of Trustees consider the following items should the sales tax become law: 1. Mill levy reduction in the amount of three mills in 1972. 2. Water rate increase of 20% instead of 40% as formerly proposed. Minimum charge on irrigation remain at $5.00 for the first 2,000 square feet, and the additional charge be 50% of the pro- posed charges. 3. $600,000 water bond issue be scheduled for ten years rather than twenty years. 4. Investigate the possibility of combining the occupation tax with the sales tax license. PUBLICITY PROGRAM IN SUPPORT OF THE SALES TAX: The Committee recommends the following: 1. Organize a speakers bureau (including women) to explain the proposed tax along with related capital improvements to all service clubs and other interested organizations. It was suggested certain graphic materials be prepared to help pro- vide the speakers with a similar train of thought. 2. Hold a public meeting sometime near the end of the campaign to explain all facts to the interested general public. 3. Initiate press releases for the newspapers, radio and tele- vision. 4. Request Town Auditor Wayne Hunt to help prepare information relating to the dollar cost of the proposed tax as it will effect families of various economic classes. 5. Tabulate the dollar effect of a 20% water rate increase in lieu of 40% and show the amounts committed from the pro- posed tax. r RECORD OF PROCEEDINGS Page two Advertising and Public Relations Committee December 16, 1970 There being no further business, the meeting adjourned.
