Advertising and Public Relations Committee
November 7, 1974

CHAMBER. OF COMMERCE:
President Barbara Murphy, Board members Marsh, Farrell, Mobus and Manager
Roam represented the Estes Park Chamber of Commerce.
The Estes Park Chamber of Commerce appeared before the Committee to discuss
the 1975 Advertising Budget and the general financial condition of the Chamber
of Commerce.
A request was submitted to the Committee that would in effect place a provision
in the 1975 Advertising agreement to prepay $3,000 on November 12, 1974. There
would be no change in the budgeted total amount of $25,000.
The Committee agreed with the above request and recommends the Board of Trustees
approval.
The next meeting of the Committee will be at 11:00 A.M. on November 12, 1974,
with the Chamber of Commerce for the purpose of reviewing the 1975 Advertising
Agreement.
ESTES PARK AREA TRAVEL COUNCIL:
President Zellner and Board members Burke, Pettyjohn, Efken and Ferdinandtsen
of the Travel Council appeared before the Committee to discuss their request
for Town of Estes Park funding.
Chairman Wagner gave the Travel Council a memorandum dated October 29, 1974
explaining the Committee's reasons for denying the funding request. A copy
of this memo is attached.
There being no further business, the meeting adjourned.

TRAVEL - COUNCIL:
Colorado State Statutes
139-32-1 Advertising. - "To appropriate moneys for the
purpose of advertising the business, social and
educational advantages, the natural resources
and the scenic attractions of such cities and
towns."
The Town Attorney's opinion is that the Town can not legally donate or give
money to any group or organization such as the Travel Council as long as
specific businesses or modes of transportation are benefited. The only money
the Town can spend in this area is the Advertising connected with the Chamber
of Commerce where they advertise the Town and not specific businesses.
OTHER:
1. The Town should concentrate its efforts in one contract (such as the
Chamber of Commerce.)
2. The concentration will provide more and better results than to fragment
the Town's efforts.
3. If the Travel Council is funded in any manner, then the Town will face
the precedent that may require the funding of several organizations.
4. Funding of the Travel Council may fragment the Chamber of Commerce
which is now undergoing a difficult time in bringing together its
membership.
5. The 1975 Appropriation Ordinance is now law, and other than in the
case of an emergency, funds can not be provided.
