ESTES PARK SANITARY LANDFILL - CLOSURE:
Public Works Director Widmer submitted the following letters for
review: Larimer County/Department of Natural Resources dated
June 17, 1987 and State of Colorado/Colorado Department of Health
dated June 8, 1987. Larimer County operated the landfill by
contract with the Town; the County's obligations included opera-
tion and closure of the site; post -closure was to be the respon-
sibility of the Town. The Hazardous Materials and Waste Manage-
ment Division of the Department of Health has reviewed the
Closure Report submitted by the County. Approval of the closure
contained the following conditions:
1. Surface Drainage Controls
2. Groundwater Monitoring
3. Methane Monitoring
4. Future Uses of the Closed Landfill Site.
Approval of the County's Closure Plan is contingent upon receiv-
ing a minimum 10-year commitment to perform post -closure mainte-
nance and monitoring. The Committee also reviewed a letter
submitted by Town Attorney White concerning post -closure respon-
sibility. Pursuant to state law, ground water must be monitored
to detect any potential toxic waste. Director Widmer advised
testing would be performed by a private firm for an estimated
expenditure of $1,600 - $1,800/year. Following discussion, the
Committee recommends the Mayor be authorized to submit a letter
to the State Health Department advising the Town will comply with
the aforementioned conditions, authorizing a 10-year commitment.
Such letter will be reviewed by Town Attorney White prior to
issuance. As operators of the landfill, the Committee also
recognized Larimer County's potential involvement in the site
with regard to toxic waste.
