ESTES PARK LANDFILL:
Public Works Director Widmer stated that he and Trustee Richard Wood
had been appointed as the Estes Park representatives to review transfer
stations with the County Commissioners and County staff and then report
back to this Committee. During the course of several meetings, the
County developed a Request For Proposals for transfer stations, which
was sent out to nine firms. Five proposals were received. Interviews
were then conducted with three of the firms who had submitted proposals.
After completing the interviews, both the County and the Town are
recommending that a contract be negotiated with John Elley for a
transfer station, the details of which will be worked out during the
negotiations. There is a second choice firm if this is not successful.
The County would like to be the contracting authority, and the Town
would work out the details on the land lease. The proposed site for
the transfer station is the southeast corner of the landfill property.
The present landfill would cease to be a garbage landfill, but a part
of it may be used for tree stumps and concrete, etc. The length of
the contract to be negotiated would be between 10 and 20 years and
the contractor would be responsible for constructing the building,
installing the equipment, and monitoring the operation. The Committee
recommends that the County act as the contracting agency and they
attempt to negotiate a contract with Mr. Elley, subject to review
of the contract by the Town and subject to the lease of the property
to the County.
Commissioner Hotchkiss stated during the meetings that the County
subsidy for the landfill will be phased out over the next five years.
1984 BUDGET REVIEW:
The Code and Sanitation Committee reviewed the 1984 budget and will
take the budget items under advisement.
