AIR QUALITY STUDY:
As directed by Mayor Tregent at the Board of Trustees meeting on July
10, 1979, the Committee called a meeting to discuss in greater detail
an air quality study being proposed by the State Department of Health.
The study proposed by the state will identify sources of pollution and
theorize as to the amount of particulate matter being emitted into the
air. Previous monitoring tests have been conducted by the Larimer
County Health Department in Estes Park and showed CO and particulate
levels to be well below federal standards. They explained, however,
that these tests were only moderately accurate.
Mr. Mohr of the State Health Department gave four reasons for conducting
the air quality study in Estes Park:
1) Such a study would be in accordance with the State Department
of Health's policy to prevent pollution.
2) The study would be of scientific value in that it would help
to reveal why the Estes Park area is not experiencing air quality
problems like other mountain communities.
3) The study would be of political and social value by providing
data for land use decisions.
4) The study would provide energy consumption data.
$4,000 in federal funding is available for the study. The State
Health Department agreed to provide a one day workshop to review study
techniques and to provide continual consultation during the study. The
Larimer County Health Department offered limited technical assistance.
Larimer-Weld COG agreed to administer the study including hiring a
graduate student to gather the data and produce a report and to handle
the federal funding.
The Committee recommends the Town participate in the study as proposed.
There being no further business, the meeting adjourned.
