FIRE MARSHAL - REQUEST TO ADD POSITION TO PAYROLL:
As referred by Mayor Dannels, the Committee reviewed the Fire
Department's request to hire a Fire Marshal. Chief Rumley
informed the Committee he currently spends approximately 2 - 3
hours per day inspecting commercial properties for possible fire
hazards and that these fire inspections were beyond a volunteer's
scope of duties. In years past, approximately 3 - 4 hours per
week were spent performing fire inspections. Discussion followed
with the Committee recommending staff prepare a proposed budget
for a Fire Marshal with further consideration given the request
during the 1986 Budget Work Sessions.
ADOPTION OF FIRE CODE - DISCUSSION:
Also referred by Mayor Dannels, the Committee discussed the
possibility of adopting the Uniform Fire Code. The Fire Code is
very complex; in most cases an amended version is recommended for
adoption. It has been suggested that the first step should be
hiring a Fire Marshal; the second step should be directing the
Fire Marshal to amend the Fire Code to meet the desires of the
Town. The Uniform Fire Code is revised on a yearly basis and
reprinted every three years. Discussion followed regarding the
formation of a fire protection district, jurisdiction, and
enforcement. The Committee recommends Town Attorney White
prepare a financial projection and a list of the legal ramifica-
tions in forming a fire protection district, taking the request
under advisement until such time as further information is
available.
ESTES PARK SANITATION DISTRICT - PLAN FOR DISSOLUTION, INCLUDING
AGREEMENT:
The Committee reviewed a "draft" copy of the Agreement between
the Estes Park Sanitation District and the Town for the disso-
lution of the District. Due to a portion of the items needing
clarification and/or correction, the Committee recommends taking
this item under advisement pending additional information primar-
ily concerning Annual and Sick Leave and District boundaries.
There being no further business, the meeting adjourned.
