Hix Attending: Also Attending: All Town Administrator Hill, Public Works Director Widmer, Clerk Jensen ESTES PARK TRANSFER STATION: Public Works Director Widmer presented the draft of the agreement between Larimer County and John Elley (Operator) concerning the Estes Park Area Solid Waste Transfer Station. Director Widmer and the Code and Sanitation Committee reviewed the highlights of the agreement. Administrator Hill suggested that the Town add an indemnification clause to the agreement or in the lease, as appropriate. A discussion followed. The term of the agreement is for ten years, at which time the agreement can be extended, or the Town or County could purchase the business. The rates and charges have been raised approximately 20 percent for individuals and 100 percent for commercial haulers. The Town and County will pay the going rate for trash disposal. Director Widmer pointed out that this new fee schedule will affect "Clean -Up Week". A discussion followed. The hours of operation for the transfer station would be as follows: October 1 to April 30 - Tuesday -Thursday -Saturday 8:00 a.m. to 4:00 p.m. May 1 through May 31 - Tuesday -Wednesday -Thursday Friday -Saturday, 8:00 a.m. to 4:00 p.m. June 1 through August 31 - Monday through Saturday 8:00 a.m. to 4:00 p.m., Sunday 9:00 a.m. to 3:00 p.m. September 1 through September 30 - Tuesday -Thursday - Saturday, 8:00 a.m. to 4:00 p.m. The hours are subject to change. Town Attorney Greg White is reviewing the agreement. The Committee recommends an indemnification clause be added to the agreement or to the lease as appropriate and the Town Board find the agreement acceptable. TRANSFER STATION SITE: Director Widmer stated that the County has surveyed the transfer station site and will be preparing a legal description of the property to be attached to the lease. The lease should contain a clause which would allow the Town to use any room on this site which doesn't interfer with the operation of the transfer station. The Committee recommends to the Town Board that the Town proceed with the lease for the transfer station site. The County is working on the landfill closure. The landfill will probably be closed in 1984. CODE -TATION COMMITTEE - January 5, 1984 - P • "CLEAN-UP WEEK": The County will not be allowing a "free" week at the dump to accommodate "Clean -Up Week".
