SEWER RATE STUDY - REVIEW OF PROPOSALS:
The Committee reviewed proposals to perform a sewer rate study;
the firms submitting a proposal are as follows:
Rocky Mountain Consultants $ 5,000
McLaughlin Water Engineers 12,000
DMJM/Rothberg 18,000

A total of five proposals were solicited. TheCommittee also
reviewed a report submitted by Public Works Director Widmer which
outlined each proposal in detail. With all factors considered,
including cost, team experience, proposed scope of work, and
involvement by the "principal", the Committee recommends the
Estes Park Sanitation District accept the proposal in the amount
of $12,000 submitted by McLaughlin Water Engineers.
1986 BUILDING CODES - ADOPTION:
Building Inspector Jones submitted a list of amendments to the
1985 Editions of the Uniform Building, Mechanical and Plumbing
Codes for adoption by the Town of Estes Park.
Those areas necessitating revision are:
Uniform Building Code
Section 204 Board of Appeals
Section 304 (a) Fee schedule - All codes
Section 307 (a) Certificate of Occupancy
Section 1807 (b) Fire Code
Appendix Typographical Correction
Chapter 70, 7003 2 Grading Permit - add to
first sentence: ..authorized by the building official
except as restricted by Section 17.72.090."
The 1985 codes which are recommended for adoption are as follows:
Uniform Building Code
Uniform Building Code Standards
Uniform Plumbing Code
Uniform Mechanical Code
Dwelling Construction under the Uniform
Building Code
A summary of the building permit fees, including "plan check" was
also submitted. The Building Inspection Department recommended
increasing fees for M-1, R-1 and R-3 Occupancies to $0.10/gross
square foot and increasing plan check fees to $0.05/gross square
foot which was in keeping with the increased fee schedule in
Table 3A under the Uniform Building Code.

Following discussion, the Committee recommends directing the Town
Attorney to prepare an ordinance adopting the 1985 Building Codes
as presented.
There being no further business, the meeting adjourned.
