HomeMy WebLinkAboutMINUTES Code and Sanitation Committee 1985-04-25BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS / Code and Sanitation Committee April 25, 1985 Committee: Chairman Aldrich, Trustees Brown and Wood Attending: All Also Attending: Trustees Graves, Hix and Laing, Town Administrator Hill, Town Attorney White, Public Works Director Widmer, Carl Henderson, Kerry Prochaska, Clerk O'Connor ACQUISITION OF ESTES PARK SANITATION DISTRICT BY THE TOWN OF ESTES PARK - DISCUSSION: The Committee reviewed an "informational packet" which was divided into three sections: Finance , Legal, and Engineering and Operation. Finance Officer Vavra, Town Attorney White and Town Engineer Widmer elaborated on their particular findings. A summary of the findings is as follows: 1. A "rate study" is strongly recommended to ensure an adequate and equitable rate structure. 2. The financial position of the District indicates the District should be kept in force until 1993 for the purpose of maintaining an "ad valorem tax" sufficient to retire the debt. 3. It appears an election is necessary to transfer the District's assets and responsibilities to the Town. 4. It is recommended an agreement for the dissolution of the District take place between the Estes Park Sanitation District and the Town of Estes Park. 5. It appears the most logical method of assuming the District is to place the Sewer Department under the direction of the Public Works Department. 6. The existing treatment plant is in excellent condition. 7. In accordance with non-payment of water fees, unpaid sewer fees would result in a lien being placed against the property. Mike Finney, representing the Holiday Inn, addressed the Commit- tee concerning the life expectancy of the District's treatment plant, questioning the efficiency of operation and the possibil- ity of rate increases. In view of the fact that the District has not formally requested acquisition by the Town, the Committee recommends this item be tabled. The Committee also expressed the Town's willingness to enter into discussions regarding acquisition. CLEAN-UP WEEK - 1985: The Committee discussed the "Clean -Up Week Program" for 1985. Because there will be no "free dump days" located at the Transfer Station, the Committee recommends a "modified" version of BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Code and Sanitation Committee - April 25, 1985 - Page two Clean -Up Week be held this year; guidelines are as follows: 1. The Mayor be authorized to issue a proclamation stating Clean -Up Week will be May 13 - 18, 1985. 2. A chairman will be appointed for all areas located inside Town limits. 3. Trash bags will only be assigned to the chairmen. 4. A Public Works Department vehicle will be stationed in the parking lot located behind the Municipal Building to collect trash bags.
