7th through May 13th.
The Committee recommends the Town again this year provide free trash
bags and free collection within Town limits of trash placed within
containers and set out by the curb.
Free dumping privileges are available at the Larimer County Landfill
during the week of May 7th through May 13th.
COLORADO ENERGY CONSERVATION STANDARDS:
The Colorado State Energy Conservation Standards were submitted to the
Committee for its consideration. State law requires that these stan-
dards or more stringent regulations for construction of non-residential
buildings be adopted by July 1, 1978. The Committee tabled considera-
tion in order to review the proposed standards.
1978 NATIONAL ELECTRIC CODE:
The Committee recommends proceeding with the adoption of the 1978
National Electric Code.
MOVING BUILDINGS REGULATIONS:
Presently the Municipal Code requires that the foundation and all
sanitation facilities be completed prior to moving a building onto
the site. Because this requirement hinders the moving process,
Building Inspector Cooper suggested the Code be amended to allow
issuance of the permit upon approval of the application and plans for
the foundation, utilities, etc. Such a permit would then expire if
the work authorized by the permit is suspended or abandoned for 120
days. The Committee recommends the Code be so amended.
Building Inspector Cooper also discussed problems in administering
which buildings require moving permits and permit fees. The Committee
directed the staff to submit for its consideration specific changes
desired in the requirements.
FIRE ZONE I - WIRING REQUIREMENTS:
The National Electric Code does not specifically require dwellings in
a Fire Zone I to be wired in rigid or steel tube conduit. Consequently,
Fire Zone I buildings containing both commercial and residential uses
have different wiring requirements for separate sections of the building.
The Committee recommends adding a section to the Municipal Code which would
require all new structures or structures altered more than 50% in a
Fire Zone I to use conduit.
OFF-STREET PARKING:
The Committee instructed the Public Works Director; to submit a suggestion re-
garding possible changes in the Code that would clarify various parking
credits for remodel and/or change of use as well as a building floor
area definition.

WATER CONNECTION FEES PAYMENT:
The Committee recommends all water connection fees be paid prior to
issuance of the building permit for the particular site.
