Graves Meusel, Graves Mayor Tregent, Trustees Houston, Dannels, Wagner, Town Administrator Hill, Public Works Director Widmer, Building Inspector Jones Burgess ESTES PARK SANITATION DISTRICT 201 PLAN & 208 MANAGEMENT AGREEMENT: Bill Heller of Engineering Professionals, Inc. presented the 201 Facilities Plan of the Estes Park Sanitation District which is the first phase of a 3-phase project. The 201 Plan analyzes the existing facilities and makes recommendations regarding improvements. Phase two involves the design of the recommendations and phase three is the construction of the recommended improvements. Mr. Heller said the estimated cost of the recommended improvements at this time is $250,000 for which the Estes Park Sanitation District is seeking a federal grant. The Town of Estes Park will probably need to be involved in the grant application process if it will become the Management Agency according to the 208 program. The Committee expressed its desire to cooperate with the Estes Park Sanitation District but questioned the legality of the Town applying for such a grant until the Management Agreement is finalized. The Committee directed the staff to pursue completion of the 208 Management Agreement. 1981 NATIONAL ELECTRIC CODE: The Committee reviewed the 1981 National Electric Code which will be adopted soon by the State and put into effect on July 1, 1981. The Committee recommends proceeding with the adoption of the 1981 National Electric Code also to become effective July 1, 1981. ESTES PARK LANDFILL: A letter dated October 17, 1980 from the Chairman of the Larimer County Commissioners was reviewed which stated that the existing landfill has an estimated remaining life of less than five years. The letter con- tinued that plans should begin soon to provide for future disposal of solid wastes and that the County would be in touch with the Town re- garding participation in this matter. CERTIFICATES OF OCCUPANCY FOR ONE AND TWO FAMILY DWELLINGS: The Committee recommends that Section 307(a) of the Uniform Building Code be amended by deleting the words "Division 1" which would then require a certificate of occupancy for all one and two family dwellings also. CLEAN-UP WEEK - 1981: The Committee recommends the week of May 11 - 17, 1981 be set as the Clean Up Week and that May 18 - 24, 1981 be the alternate week. POND DRAINAGE FROM THE COURTYARD BUILDING ONTO THE STREETS: The safety hazards and problems associated with the drainage from the ponds of the Courtyard Building onto the streets was discussed by the Committee. The Committee recommends contacting the Larimer County Health Department concerning possible corrective procedures. 1 BRADFORD PUBLISHING CO., DENVER RECORD OF PROCEEDINGS Code and Sanitation - February 2, 1981 - Page 2 ONE HOUR FIRE WALLS FOR MULTIPLE FAMILY DWELLING UNITS: Requiring one hour fire walls between adjacent multiple family dwelling units was discussed and the Committee directed the staff to submit specific recommendations at the next Code and Sanitation Committee meeting.
